Subject: Guest Avenue - Amendments to the parking regulations.

(Don River)

Purpose:

To report on adjusting the current parking regulations on Guest Avenue to enhance operational safety, promote parking turnover and provide additional permit parking spaces.

Financial Implications and Impact Statement:

Funds to undertake the necessary signage adjustments in the estimated amount of $600.00 are contained in the Transportation Services Division 1999 Current Budget.

Recommendations:

It is recommended that:

(1) The parking prohibition from 8:00 a.m. to 6:00 p.m., on the east side of Guest Avenue, be rescinded;

(2) The regulation restricting parking to a maximum period of one hour from 8:00 a.m. to 6:00 p.m., on the west side of Guest Avenue, be rescinded;

(3) Parking be prohibited at anytime on the east side of the north/south branch of Guest Avenue, from Danforth Avenue to the south end;

(4) Parking be prohibited at anytime on the west side of the north/south branch of Guest Avenue, from a point 75 metres south of Danforth Avenue to the south end;

(5) Parking be prohibited at anytime on the north side of the east/west branch of Guest Avenue, from the north/south of Guest Avenue to Dawes Road;

(6) Parking be prohibited at anytime on the south side of the east/west branch of Guest Avenue, from the north/south branch of Guest Avenue to a point 9 metres east;

(7) Parking be restricted to a maximum period of one hour, from 8:00 a.m. to 6:00 p.m., on the west side of the north/south branch of Guest Avenue, from Danforth Avenue to a point 75 metres south;

(8) Parking be restricted to a maximum period of one hour, from 8:00 a.m. to 6:00 p.m., on the south side of the east/west branch of Guest Avenue, from a point 9 metres east of the north/south branch of Guest Avenue to Dawes Road;

(9) The No Parking Except By Permit, 12:01 a.m. to 7:00 a.m., regulation on the west side of Guest Avenue, from the south end to Danforth Avenue, be adjusted to indicate, No Parking Except By Permit, 12:01 a.m. to 7:00 a.m., on the west side of the north/south branch of Guest Avenue, from Danforth Avenue to a point 75 metres south;

(10) Parking be restricted to permit holders only, from, 12:01 a.m. to 7:00 a.m., on the south side of the east/west branch of Guest Avenue, from a point 9 metres east of the north/south branch of Guest Avenue to Dawes Road; and

(11) The appropriate City Officials be authorized and directed to take the necessary steps to give effect thereto, including the introduction in Council of any Bills that might be required.

Background:

At the request of Councillor Tom Jakobek and Councillor Sandra Bussin, staff of Transportation Services has reviewed parking conditions and regulatory signage on Guest Avenue south of Danforth Avenue to ensure compliance with the by-law and enhance motorists' awareness of the parking regulations on this street.

Comments:

Guest Avenue extends southerly from Danforth Avenue to a point about 86 metres south, then easterly to Dawes Road (a distance of about 45 metres). The street operates two-way and has a pavement width that varies from 6.8 metres to 7.3 metres. Under the provisions of Chapter 400 of the former City of Toronto Municipal Code, parking is prohibited from 8:00 a.m. to 6:00 p.m., daily on the east side of Guest Avenue and restricted to a maximum period of one hour from 8:00 a.m. to 6:00 p.m., daily on the west side of the street. Permit parking is authorized on the west side of the street from 12:01 a.m. to 7:00 a.m., daily. There are no site-specific by-law entries regulating or restricting parking on either side of the east/west branch of Guest Avenue, therefore, from a technical perspective, parking is allowed for a maximum period of three hours at anytime on both sides of the east/west branch.

Our site inspection revealed that signs are posted indicating that parking is prohibited at anytime on east side of the north/south branch. Although, this is the appropriate regulation for the existing conditions, it conflicts with the by-law. No signs are posted on the east/west branch, reflecting the three-hour maximum parking allowance on both sides of the street. However, given that narrowness of the roadway, motorists generally park only on the south side of the east/west branch.

Amending the parking regulations as outlined in the recomendations of this report, will maintain parking on the west side of the north/south branch and on the south side of the east/west branch of Guest Avenue, promote parking turnover and equitable use of the on-street parking spaces during the business hours of the day, restrict parking to permit holders only overnight and provide a total of 5 additional permit parking spaces in Permit Parking Area 9A (south side of the east/west branch of Guest Avenue).

Conclusions:

The pavement width of Guest Avenue is not wide enough to support the two-sided parking arrangement permitted at certain times of day under the current parking regulations. These parking regulations are not appropriate and should be amended to ensure safe and efficient traffic operation.
