Purpose:
To review and make recommendations for an application for minor variances to erect, for identification purposes, five
illuminated fascia signs and one illuminated ground sign at 740 Dupont Street.
Financial Implications:
There are no financial implications resulting from the adoption of the report.
Recommendations:
It is recommended that:
(1) City Council approve Application No. 999096 for minor variances from Chapter 297, Signs, of the former City of
Toronto Municipal Code to erect, for identification purposes, five illuminated fascia signs and one illuminated ground sign
at 740 Dupont Street, on condition that the signs be illuminated only between the hours of 7:00 a.m. and 10:00 p.m. and
this be achieved by an automated timing device.
(2) The applicant be advised, upon approval of Application No. 999096, of the requirement to obtain the necessary permits
from the Commissioner of Urban Development Services.
Comments:
The property is located west of Christie Street, on the north side of Dupont Street, in a (IC) industrial/commercial
mixed-use zone district. The property contains a one-storey building occupied by an automobile dealership. The applicant
is requesting permission to erect, for identification purposes, five-illuminated fascia signs and one illuminated ground sign
at 740 Dupont Street (see Figure 1 & 2). The signs have dimensions as follows:
Sign "A": the fascia sign is 1.20 metres long and 1.22 metres high, with an area of 1.45 mē;
Sign "B": the fascia sign is 1.80 metres long and 3.90 metres high, with an area of 7.02 mē;
Sign "C": the fascia sign is 0.20 metres long and 0.40 metres high, with an area of 0.80 mē;
Sign "D": the fascia sign is 3.06 metres long and 0.80 metres high, with an area of 2.45 mē;
Sign "E": the fascia sign is 3.70 metres long and 0.64 metres high, with an area of 2.37 mē; and
Sign "F": the ground sign is 3.66 metres long and 1.37 metres high, with an area of 5.01 mē.
The signs do not comply with Chapter 297 of the Municipal Code in that the proposed illuminated signs will not meet the
required 40 metres separation distance from a residential lot.
However, if the proposed signs were non-illuminated, this 40 metres separation distance requirement from a residential lot
would not apply.
The signs have been sized and positioned to complement the rectangular facade of the building and the streetscape. The
nearest residences from which these modest size illuminated signs would be visible would be approximately 20 metres
away on the south side of Dupont Street. To mitigate concerns about visibility of the illuminated signs from these
residences, I have required the owner to limit the hours of illumination so that the signs are turned off from 10:00 p.m. to
7:00 a.m. by an automated timing device. With this condition, I find the signs acceptable.
I am therefore recommending approval of this application, as I consider the requested variance to be minor and within the
general intent and purpose of the sign provisions of the Municipal Code.
