Subject: Lytton Boulevard, from Avenue Road to Proudfoot Avenue - Reduction of the maximum speed limit from 50 km/h to 40 km/h

(North Toronto)

Purpose:

To reduce the speed limit on Lytton Boulevard to 40 kilometres per hour.

Financial Implications and Impact Statement:

Funds to cover the cost of this work and associated signage in the estimated amount of $360.00 are contained in the Transportation Services Division 2000 Budget interim appropriations.

Recommendations:

It is recommended that:

(1) the maximum speed limit on Lytton Boulevard, from Avenue Road to Proudfoot Avenue, be reduced from 50 km/h to 40 km/h; and

(2) the appropriate City Officials be authorized and directed to take whatever action is necessary to implement the foregoing, including the introduction in Council of any bills that are required.

Comments:

At the request of North Toronto Councillor Anne Johnston, Transportation Services' staff recently reviewed the possibility of installing speed humps on the section of Lytton Boulevard, from Avenue Road to Mona Drive. To warrant speed hump installation, two of the five criteria stipulated are that the street should have a posted speed limit of 40 kilometers per hour and a 24 hour traffic volume of between 1,000 and 8,000 vehicles.

The section of Lytton Boulevard, from Avenue Road to Mona Drive, operates with a maximum speed limit of 50 kilometres per hour and has a 24 hour traffic volume of 778 vehicles. In view of the foregoing, Councillors Johnston and Walker were advised by letter dated December 7, 1999, that speed humps could not be considered at this location as the basic criteria for speed hump installation, as established by City Council policy, had not been satisfied.

In response to the aforementioned letter, Councillor Walker requested that the speed limit be reduced from a maximum 50 kilometers per hour to 40 kilometers per hour. Transportation Services' staff have consulted with Councillor Anne Johnston's office regarding this change, and have been advised of that they have no objections to this proposal.

During the course of our investigations, staff found that the section of Lytton Boulevard between Mona Drive and Proudfoot Avenue, also operates with a maximum speed limit of 50 kilometers per hour. In order to bring the section of Lytton Boulevard, from Avenue Road to Proudfoot Avenue, in line with the rest of Lytton Boulevard and other local streets in the neighbourhood, the maximum speed limit should be reduced from 50 kilometres per hour to 40 kilometers per hour. This reduction is consistant with the policy adopted by the former Toronto City Council, at its meeting of February 25 and 26, 1991, to designate streets in residential areas as forty kilometre per hour speed zones (Clause No. 28 of Report No. 3 of the City Services Committee).
