STAFF REPORT

January 27, 2000

Subject: Montclair Avenue, north side, from Spadina Road to a point 37 metres west thereof, and Spadina Road, west side, from Montclair Avenue to a point 12.5 metres north thereof - Adjustment to parking regulations and installation of parking meters.

(Midtown)

Purpose:

To report on a request from area residents to introduce measures to improve the operational safety of the intersection of Montclair Avenue and Spadina Road.

Financial Implications and Impact Statement:

The funds associated with the implementation of the proposed parking/standing regulations are available in the Transportation Services Division 2000 Operating Budget interim appropriations. All expenses pertaining to the installation of the parking meters are within the purview of the Toronto Parking Authority.

Recommendations:

(1) That standing be prohibited at anytime on the north side of Montclair Avenue, from Spadina Road to a point 14 metres west;

(2) That standing be prohibited at anytime on the west side of Spadina Road, from Montclair Avenue to a point 12.5 metres north;

(3) That the existing "One Hour Parking, from 10:00 a.m. to 6:00 p.m., daily" regulation on the north side of Montclair Avenue, from Spadina Road to the west end of Montclair Avenue, be amended to operate from a point 43 metres west of Spadina Road to the west end of Montclair Avenue;

(4) That parking be permitted for a maximum period of two hours, from 10:00 a.m. to 6:00 p.m., Monday to Saturday, on the north side of Montclair Avenue, from a point 14 metres west of Spadina Road, to a point 29 metres further west;

(5) That the Toronto Parking Authority be requested to install parking meters/pay-and- display machines on the north side of Montclair Avenue, from a point 14 metres west of Spadina Road, to a point 29 metres further west, to operate for a maximum period of two hours from 10:00 a.m. to 6:00 p.m., Monday to Saturday, and for a maximum period of three hours from 6:00 p.m. to 9:00 p.m., Monday to Saturday, as well as from 1:00 p.m. to 9:00 p.m., Sundays, at a rate of $1.00 per hour; and

(6) That the appropriate City Officials be requested to take whatever action is necessary to give effect thereto, including the introduction in Council of any Bills that are required.

Comments:

Transportation Services, in consultation with Midtown Councillors John Adams and Ila Bossons, has investigated the feasibility of prohibiting standing at anytime on the north side of Montclair Avenue, from Spadina Road to a point 14 metres west thereof, and on the west side of Spadina Road, from Montclair Avenue to a point 12.5 metres north thereof, as well as the feasibility of installing parking meters on the north side of Montclair Avenue, from a point 14 metres west of Spadina Road to a point 29 metres further west.

Montclair Avenue, from Spadina Road to the west end of Montclair Avenue, is a two-way residential street, operating on a 7.3 metre pavement width with a maximum speed limit of 40 kilometres per hour. Parking is prohibited from 7:00 a.m. to 10:00 a.m., Monday to Friday, on the north side of this section of Montclair Avenue and is restricted to a maximum period of one hour from 10:00 a.m. to 6:00 p.m., daily. Parking is prohibited at anytime on the south side of this section of Montclair Avenue. Parking is prohibited on the west side of Spadina Road from Montclair Avenue to a point 12.5 metres north (the statutory corner parking prohibition), the beginning of metered parking.

Area residents have expressed concerns that motorists who park at in close proximity to the intersection of Montclair Avenue and Spadina Road, within the posted statutory corner parking prohibitions, obstruct the sightlines of eastbound motorists exiting Montclair Avenue onto Spadina Road, and southbound motorists exiting Spadina Road onto Montclair Avenue. Site investigation has substantiated this problem and the implementation of the more restrictive "No Standing Anytime" regulation in place of the corner parking prohibitions should serve to allay area residents' concerns.

In addition, Councillor Adams has requested that parking meters be installed on the north side of Montclair Avenue, from a point 14 metres west of Spadina Road to a point 29 metres further west (the public lane first west of Spadina Road), in order to encourage regular turnover of parked vehicles. This section of Montclair Avenue flanks businesses that front on Spadian Road. Parking is presently restricted to a maximum period of one hour from 10:00 a.m. to 6:00 p.m., Monday to Friday. This regulation should to be adjusted to allow parking for a maximum of two hours from 10:00 a.m. to 6:00 p.m., Monday to Saturday, to be consistent with the operating hours of parking meters elsewhere in the Forest Hill Village area. Councillor Ila Bossons has advised that she supports this proposal, but has specifically requested that pay-and- display machines be used instead of meters. As your Council is aware, the final decision respecting the use of parking meters versus pay-and-display machines is within the purview of the Toronto Parking Authority.
