STAFF REPORT

Subject: Elm Avenue, from Glen Road to Nanton Avenue - Adjustments to parking regulations.

(Midtown)

Purpose:

To report on a request from area residents to adjust the parking regulations on the subject section of Elm Avenue.

Financial Implications and Impact Statement:

Funds in the estimated amount of $200.00 for the adjustment of parking are contained in the Transportation Services' Division's 2000 Budget interim appropriations.

Recommendations:

(1) That parking be prohibited from 9:00 a.m. to 11:00 a.m., Monday to Friday on the south side of Elm Avenue, from Glen Road to Nanton Avenue; and

(2) That the appropriate City Officials be requested to take whatever action is required to give effect thereto, including the introduction in Council of any Bills that are required.

Comments:

Transportation Services has received a request from Councillor John Adams to investigate the feasibility of introducing a "No Parking, 9:00 a.m. to 11:00 a.m., Monday to Friday" regulation on Elm Avenue, from Glen Road to Nanton Avenue, to discourage long-term, non-resident parking.

Elm Avenue, between Glen Road and Nanton Avenue, is a two-way, residential street operating on a variable pavement width of between 7.5 metres and 7.8 metres, and has a maximum speed limit of 40 kilometres per hour. Parking is prohibited at anytime on the north side of this section of Elm Avenue and is restricted to a maximum period of three hours on the south side.

To the west of the subject block, parking is prohibited at anytime on the south side of Elm Avenue, from Glen Road to Sherbourne Street. Stopping is prohibited from 7:00 a.m. to 9:00 a.m. and from 4:00 p.m. to 6:00 p.m., Monday to Friday, on the north side and parking is otherwise permitted for a maximum period of three hours.

To the east of the subject block, parking is prohibited from 9:00 a.m. to 11:00 a.m., Monday to Friday, on the south side of Castle Frank Avenue, from Nanton Avenue to Hawthorn Avenue (Elm Avenue changes to Castle Frank Avenue, east of Nanton Avenue), and is prohibited at anytime on the north side.

Transportation Services' staff have investigated the request to implement a "No Parking, 9:00 a.m. to 11:00 a.m., Monday to Friday" regulation on the south side of Elm Avenue, from Glen Road to Nanton Avenue, and have concluded that the proposed adjustments are feasible as this regulation would be consistent with those regulations which exist on the adjacent blocks. Implementation of same should alleviate the concern regarding long-term, non-resident parking.
