Subject: Roxborough Street West in the vicinity of Premises No. 80, The McLoughlin School - Provision of a School
Pick-up/Drop-off Zone
(Midtown)
Purpose:
To provide a student pick-up/drop-off zone for parents of students attending The McLoughlin Schools Inc., Premises No.
80 Roxborough Street West.
Financial Implications and Impact Statement:
Funds to undertake the necessary signage adjustments in the estimated amount of $500.00 are available in the
Transportation Services 2000 Budget interim appropriations.
Recommendations:
It is recommended that:
(1) the permit parking regulation on the north side of Roxborough Street West, from a point 27 metres east of Molson
Street to a point 44 metres east of Molson Street, be adjusted to operate between the hours of 12:01 a.m. to 7:00 a.m.,
Monday to Friday and 12:01 a.m. to 10:00 a.m., Saturdays and Sundays;
(2) a new Schedule AE of the Toronto Municipal Code, Chapter 400, Traffic and Parking, be created to incorporate the
north side of Roxborough Street West, from a point 27 metres east of Molson Street to a point 44 metres east of Molson
Street, in conjunction with Recommendation (1), above;
(3) parking be restricted for a maximum period of ten minutes, from 8:30 a.m. to 9:30 a.m. and from 11:00 a.m. to 12:00
noon, Monday to Friday, on the north side of Roxborough Street West, from a point 27 metres east of Molson Street to a
point 44 metres east of Molson Street (the location of the proposed student pick-up/drop-off zone); and
(4) the appropriate City Officials be requested to take whatever action is necessary to give effect thereto, including the
introduction in Council of any Bills that are required.
Comments:
In response to a request from Ms. Carolyn Mathews, School Administrator, The McLoughlin Schools, Premises No. 80
Roxborough Street West, Transportation Services' staff investigated the feasibility of delineating a "Student
Pick-up/Drop-off Area" on the north side of Roxborough Street West, from a point 27 metres east of Molson Street to a
point 44 metres east of Molson Street, to enable parents/guardians to park while accompanying their children to/from the
school.
Roxborough Street West, from Yonge Street to Molson Street, is a residential street operating two-way on a pavement
width of 10 metres with a 40 kilometres per hour speed limit. Parking on the north side of the street is restricted to permit
holders only between the hours of 12:01 a.m. and 10:00 a.m., daily, and is allowed for a maximum period of three hours at
other times. Parking is prohibited at anytime on the south side of this portion of Roxborough Street West.
The current permit parking regulation is intended to deter transient, non-resident traffic, including patrons of the Yonge
Street subway system, from parking early in the morning and remaining throughout the day. A site investigation
determined that parking conditions on this portion of Roxborough Street West are generally light during the daytime hours
with parking spaces usually available. There are a total of 100 on-street permit parking spaces on this portion of
Roxborough Street West for which a total of 51 permits have been issued to date.
A student pick-up/drop-off zone could be delineated on the north side of Roxborough Street West, from a point 27 metres
east of Molson Street to a point 44 metres east of Molson Street. The zone would be located in front of Premises Nos. 80
and 78 Roxborough Street West and Ms. Mathews has advised that she consulted with the residents of No. 78 Roxborough
Street West, who have advised her that they do not object to this facility being located in front of their residence. Although
there would be no reduction in the number of permit parking spaces authorized on Roxborough Street West, this proposal
would require adjusting the permit parking regulation to apply from 12:01 a.m. to 7:00 a.m., Monday to Friday and from
12:01 a.m. to 10:00 a.m., Saturdays and Sundays, within the limits of the pick-up/drop-off zone.
Given that the proposed adjustment to the permit parking hours of operation would technically result in a reduction in the
parking hours which are exclusive to permit holders, and in accordance with the deprivation procedures established by the
former City of Toronto Council, a notice was placed in the newspaper on November 1, 1999. The City Clerk's Office has
advised that there were no objections received.
Midtown Councillors Ila Bossons and John Adams have been consulted regarding this matter and they have advised that
they support this proposal.
