Subject: Summerhill Avenue, north side, from a point 54 metres east of Yonge Street to a point 36 metres further east -
Adjustment of stopping and parking regulations and installation of parking meters.
(Midtown)
Purpose:
To respond to a request from area businesses to provide additional parking on the subject section of Summerhill Avenue.
Financial Implications and Impact Statement:
The funds associated with the implementation of the proposed parking regulations are contained in the Transportation
Services Division 2000 Operating Budget interim appropriations. All expenses pertaining to the installation of parking
meters are within the purview of the Toronto Parking Authority.
Recommendations:
(1) That the "No Stopping Anytime" regulation on the north side of Summerhill Avenue from a point 54 metres east of
Yonge Street to a point 36 metres further east, be rescinded;
(2) That parking be permitted for a maximum period of two hours, from 8:00 a.m. to 6:00 p.m., Monday to Saturday, on
the north side of Summerhill Avenue, from a point 54 metres east of Yonge Street to a point 36 metres further east;
(3) That pay and display machines and/or parking meters be installed on the north side of Summerhill Avenue, from a point
54 metres east of Yonge Street to a point 36 metres further east, to operate for a maximum period of two hours from 8:00
a.m. to 6:00 p.m., Monday to Saturday, and for a maximum period of three hours from 6:00 p.m. to 9:00 p.m., Monday to
Saturday, and from 1:00 p.m. to 9:00 p.m., Sundays, at a rate of $1.00 per hour; and
(4) That the appropriate City Officials be requested to take whatever action is necessary to give effect thereto, including the
introduction in Council of any Bills that are required.
Comments:
Transportation Services received a request from Midtown Councillor Ila Bossons to investigate the feasibility of permitting
parking controlled by parking meters/"pay and display" machines on the north side of Summerhill Avenue, from a point 54
metres east of Yonge Street to a point 36 metres further east.
Summerhill Avenue, between Yonge Street and a point 90 metres east (the first residential property east of Yonge Street),
is a two-way residential street operating on a pavement width of 9.7 metres with a maximum speed limit of 40 kilometres
per hour. The following parking/stopping regulations are in effect on this section of Summerhill Avenue:
North side:
(a) Stopping is prohibited at anytime from a point approximately 54 metres east of Yonge Street to a point approximately
36 metres further east (T.T.C. overpass);
(b) Parking is permitted from Yonge Street to a point 54 metres east for a maximum period of two hours from 8:00 a.m. to
6:00 p.m., Monday to Saturday and three hours from 1:00 p.m. to 9:00 p.m. on Sundays (controlled by parking meters); and
(c) Parking is otherwise permitted for a maximum period of three hours.
South side:
(a) Stopping is prohibited at anytime from a point approximately 54 metres east of Yonge Street to a point approximately
36 metres further east (T.T.C. subway overpass); and
(b) Parking is prohibited at anytime.
The stopping prohibition on both sides of Summerhill Avenue, as noted above, is a statutory regulation under the
provisions of Chapter 400 of the former City of Toronto Municipal Code, which prohibits stopping on a bridge or overpass
and was intended to deter vehicles from stopping particularly during winter conditions, when the surface of bridges have a
tendency to accumulate ice earlier than normal pavements and where the potential for collisions from skidding vehicles
would be greater.
Given that the lands to the north and south of this bridge have since been built up to the same grade as the remainder of
Summerhill Avenue, this "No Stopping" regulation is no longer required from a safety standpoint. Under the circumstances
it would be appropriate to allow parking controlled by parking meters/"pay and display" machines on the north side of
Summerhill Avenue from a point 54 metres east of Yonge Street to a point 36 metres further east.
Councillors Ila Bossons and John Adams have advised that they support this proposal. Councillor Bossons has specifically
requested that "pay and display" machines be used. As your Council is aware, the final decision respecting the use of
parking meters versus "pay and display" machines is within the purview of the Toronto Parking Authority.
