Subject: Eglinton Avenue West, between Vesta Drive and Gardiner Road, fronting Premises No. 666 - Proposed
amendments to parking regulations
(North Toronto-Midtown)
Purpose:
To amend parking regulations in the vicinity of Premises No. 666 Eglinton Avenue West, between Vesta Drive and
Gardiner Road, in order to provide short-term parking for parents dropping-off/picking-up children from the Play and
Learn Nursery School.
Financial Implications and Impact Statement:
Funds to undertake the necessary signage adjustments in the estimated amount of $500.00 are available in the
Transportation Services Division 2000 Operating Budget interim appropriations.
Recommendations:
It is recommended that:
(1) the existing parking prohibition on the north side of Eglinton Avenue West, between a point 30.5 metres west of Belt
Line Bridge (just east of Spadina Road) and Vesta Drive, in effect from 7:00 a.m. to 9:00 a.m., except Saturdays, Sundays
and Public Holidays, be rescinded;
(2) the existing one-hour maximum parking regulation on the north side of Eglinton Avenue West, between Vesta Drive
and a point 30.5 metres west of Spadina Road in effect from 8:00 a.m. to 6:00 p.m., daily, be rescinded;
(3) the existing school bus loading zone on the north side of Eglinton Avenue West, between a point 53 metres east of
Vesta Drive and a point 20 metres further east thereof; be rescinded;
(4) parking be prohibited at all times on the north side of Eglinton Avenue West, between Vesta Drive and a point 43
metres east thereof and between a point 67 metres east of Vesta Drive and a point 30.5 metres west of Belt Line Bridge;
(5) parking be permitted on the north side of Eglinton Avenue West, between a point 43 metres east of Vesta Drive and a
point 24 metres east thereof; for a maximum period of 15 minutes, from 9:00 a.m. to 9:15 a.m., 11:15 a.m. to 11:30 a.m.,
from 1:00 p.m. to 1:15 p.m. and from 3:00 p.m. to 3:30 p.m., Monday to Friday, for the purpose of establishing a student
pick-up/drop-off area;
(6) parking be prohibited on the north side of Eglinton Avenue West, between a point 43 metres east of Vesta Drive and a
point 24 metres east thereof, from 12:00 midnight to 9:00 a.m., from 9:15 a.m. to 11:15 a.m., from 11:30 a.m. to 1:00 p.m.,
from 1:15 p.m. to 3:00 p.m. and from 3:30 p.m. to 11:59 p.m., Monday to Friday, and at all times on Saturdays and
Sundays; and
(7) the appropriate City Officials be requested to take whatever action is required to give effect thereto, including the
introduction in Council of any Bills that are required.
Comments:
In response to a request from the Play and Learn Nursery School, Transportation Services reviewed the feasibility of
providing short-term parking for parents dropping-off/picking-up children from the Play and Learn Nursery School. This
school is located on the north side of the roadway at Premises No. 666 Eglinton Avenue West, between Vesta Drive and
Gardiner Road. Currently, parking is prohibited at all times on this section of Eglinton Avenue West. Stopping is
prohibited during the weekday afternoon peak period (from 4:00 p.m. to 6:00 p.m., Monday to Friday). However, the
existing parking regulations in the field do not match the existing by-laws, which permit parking in the off-peak periods.
Due to existing features (i.e.: traffic signals, driveways, etc) it is not practical to provide parking on the majority of this
section of roadway.
The children at this school range from an age of 4 months to 4 years. Therefore, parents are required to park their vehicles
and go into the school to drop-off/pick-up their children. Currently, this is an ongoing weekday activity and parents risk
getting parking tickets each time they leave their vehicles parked on Eglinton Avenue West. There are no off-street
facilities in this area to provide for this type of parking.
A "school bus loading zone" is signed but never used in front of Premises No. 666 Eglinton Avenue West. This proposal
would remove this zone and will instead provide for short-term parking for a maximum of 15 minutes for approximately
four vehicles from 9:00 a.m. to 9:15 a.m., 11:15 a.m. to 11:30 a.m., 1:00 p.m. to 1:15 p.m. and 3:00 p.m. to 3:30 p.m.,
Monday to Friday. All of these time periods are in the off-peak period and the introduction of short-term parking should
not have a negative impact on westbound traffic operations or a TTC bus stop located to the west of this location.
However, if this proposal is approved, Transportation Services will conduct a follow-up study in the fall of 2000 to
determine impacts and take further action as required.
