Subject: Exemption From Waste Disposal Fees for Charitable Organizations



Purpose:



To request that the charitable organization Planet Aid Canada Inc. be granted an exemption from waste mangement fees charged at the City's solid waste mangement facilities.

Financial Implications and Impact Statement:



The quantity of material expected to be delivered annually to our facilities from Planet Aid Canada Inc. is approximately 200 tonnes, which represents a potential loss in revenue of $11,000 if an exemption is granted.



Recommendations:



It is recommended that Planet Aid Canada Inc., a registered charitable organization, be granted an exemption from the waste management fees that would otherwise be payable for waste generated and delivered to the City's solid waste management facilities by their organization.



Background:



On January 25 and 26, 1995 Metro Council (now the Toronto Council) adopted Clause No. 9 of Report No. 1 of The Environment and Public Space Committee recommending that, subject to approval by Council, organizations registered with Revenue Canada as charities be eligible for grants by way of exemptions from waste management fees otherwise payable for source separated recyclables and residual waste from a waste diversion program. Furthermore, on December 16 and 17, 1998 City Council adopted Clause No. 1 of Report No. 11 of the Works and Utilities Committee (now the Works Committee) authorizing the General Manager of Solid Waste Management Services to administer charitable organizations requests for free disposal of up to 20 tonnes of waste per year. All requests by charitable organizations for free disposal of over 20 tonnes per year are still subject to approval by Council.

Comments:



We are in receipt of a letter dated December 13, 1999 from Planet Aid Canada Inc. (attached) requesting an exemption from waste management fees for waste generated by their organization. Planet Aid Canada Inc. is a charitable organization registered with Revenue Canada (No. 871874772 RR0001) that collects used clothing for donations to local charities and to support development projects in Africa. It is estimated that Planet Aid Canada Inc. will deliver approximately 200 tonnes of non-reusable material to our solid waste management facilities annually.

Conclusions:



Charitable organizations similar to Planet Aid Canada Inc. are currently exempt from paying our

solid waste management fees. Based on our review of their request, we recommend that Planet Aid Canada Inc. also be exempt from paying waste management fees for waste that they generate and deliver to our solid waste management facilities.
