Subject: F.G.Gardiner Expressway Main Deck Repair - York Street to Jarvis Street
Contract No. 00FS-01S, Tender Call No. 285-1999

Purpose:
The purpose of this report is to advise of the results of the Tender issued for the structural rehabilitation of
the main deck of the Frederick G.Gardiner Expressway - York Street to Jarvis Street, in accordance with
specifications as required by the Works and Emergency Services Department and to reduce the speed limit
on the Frederick G.Gardiner Expressway during the construction season.
Funding Sources, Financial Implications and Impact Statement:
Funds to cover the cost of this project, in the estimated amount of $6,300,000.00 have been included in the
recommended Transportation Services 2000 Capital Works Programme which, at the time of writing this
report, is scheduled to be considered by City Council at a special meeting to be held on Jauary 27, 2000.
In the event that the Transportation Capital Budget is not approved by City Council prior to the
consideration of this matter by the Works Committee, it will be necessary for the Works Committee to
recommend the pre-budget authorization of funds for the 00FS-01S project if work is to proceed on
schedule. The Chief Financial Officer and Treasurer has reviewed this report and concurs with the financial
impact statement.
Recommendations:
It is recommended that:
(1) pre-budget approval in the amount of $6,300,000.00 to be expended in 2000 be granted for the
Frederick G.Gardiner Expressway main deck repair - York Street to Jarvis Street;
(2) Contract No. 00FS-01S, Tender Call No. 285-1999 for F.G.Gardiner Expressway Main Deck Repair
- York Street to Jarvis Street be awarded to Dufferin Construction Company who submitted the
lowest price bid in the amount of $5,047,677.06;
(3) commencing the first day of construction ( expected to be April 14, 2000) and terminating on the last
day of construction (expected to be October 9, 2000), the speed limit on the Frederick G.Gardiner
Expressway be designated as 60 kilometres per hour at the following locations:
(1) eastbound Frederick G.Gardiner Expressway from a point approximately 40 metres east of
Rees street to a point approximately 40 metres west of Sherbourne Street.
(2) westbound Frederick G. Gardiner Expressway from a point approximately 260 metres east
of Sherbourne Street to a point approximately 250 metres west of York Street;
(2) appropriate City Officials be authorized and directed to take the necessary action to implement the
foregoing, including the introduction in council of any necessary Bills that are required.
Background and History:
The Bid Committee at its meeting held on January 19, 2000 opened the following tenders for
Contract No. 00FS-01S, for F.G.Gardiner Expressway Main Deck Repair - York Street to Jarvis

Tender submitted by Bridgecon Construction Ltd. contained minor errors in the extension of the
unit prices. The revised figure is shown above.
Comments:
The Tender documentation submitted by the recommended bidder has been reviewed by the
Commissioner of Works and and was found to be in conformance with the Tender requirements.
The Manager, Fair Wage and Labour Trades Office has reported favourably on the firm
recommended.
Due to the rehabilitation work on the Frederick G.Gardiner Expressway, a reduction in the
maximum permissible speed limit from 90 kilometres per hour to 60 kilometres per hour is
mandatory for the maintenance of safe traffic operations during the construction period.
The sections of the Frederick G.Gardiner Expressway which are to be reconstructed in 2000 and
which require a reduced limit are eastbound, between a point approximately 40 metres east of
Rees street to a point approximately 40 metres west of Sherbourne Street and westbound,
between a point approximately 260 metres east of Sherbourne Street to a point approximately
250 metres west of York Street. The easterly limits of the 60 kilometres per hour zone will
connect with the 60 kilometres speed zone for the Frederick G.Gardiner East Dismantling
Project.
Conclusion:
This report requests authority to issue a contract for structure rehabilitation on the Frederick G.Gardiner
Expressway, in accordance with the specifications, to Dufferin Construction Company, being the lowest
Tender received and to reduce the speed limit from 90 kilometres per hour to 60 kilometres per hour as
detailed in this report.
