Subject: Proposed Installation of Traffic Control Signals at Finch Avenue East and Liszt
Gate/Trudy Road
(Seneca Heights)
Purpose:
To obtain approval for the installation of traffic control signals on Finch Avenue East at Liszt
Gate/Trudy Road and the removal of the pedestrian refuge island located to the immediate east of
the intersection.
Financial Implications and Impact Statement:
The funds associated with the installation of traffic control signals and the removal of the pedestrian
refuge island are estimated at $120,000.00. Funding for the installation of signals is contained in
the Transportation Services Division 2000 Capital Works Budget submission and is subject to
Council approval. Funds for the removal of the pedestrian refuge island are included in the
Transportation Services Division 2000 Current Budget submission.
Recommendations:
It is recommended that:
(1) traffic control signals be installed at the intersection of Finch Avenue East and Liszt Gate/Trudy
Road;
(2) concurrent with the traffic control signals installation, the existing pedestrian refuge island be
removed; and
(3) the appropriate by-law(s) be amended accordingly.
Background:
A review of pedestrian crossing activities and vehicular volumes on Finch Avenue East at Liszt
Gate/Trudy Road was completed in 1999. The studies indicated that a pedestrian crossover was
justified; however, a review of the "Environmental Criteria" indicates that this location is not suited
for such an installation. In addition, six collisions considered preventable by the installation of
traffic control signals occurred at this intersection in the previous three-year period.
Comments:
Finch Avenue East at Liszt Gate/Trudy Road is a five-lane arterial roadway. Adjacent traffic control
signals on Finch Avenue East are located 410 metres to the east at Brahms Road and 400 metres to
the west at Leslie Street. This spacing between traffic control signal locations is suitable to maintain
Finch Avenue East as a regional traffic corridor.
The combination of pedestrian and vehicular traffic volumes on Finch Avenue East at Liszt
Gate/Trudy Road satisfies the minimum technical warrants for the installation of traffic control
signals.
Conclusions:
Traffic control signals are technically warranted and are recommended. The installation of traffic
control signals will enhance pedestrians and motorists safety in the area and will not negatively
impact the integrity of Finch Avenue East as an arterial roadway.
