December 10, 1999

To: Works Committee

From: City Clerk

Subject: Traffic Safety Bureau

Recommendations:

The Toronto Pedestrian Committee on December 3, 1999 recommended to the Works Committee, that it continues to support the creation of a Traffic Safety Bureau. However, further elaboration and clarification of its mandate is required, namely:

(1) explicit recognition of pedestrian traffic and its needs;

(2) noting that pedestrians, particularly children and seniors, are the most vulnerable road users;

(3) expansion of the data to be collected and its subsequent analysis to include:

(a) pedestrian statistics;

(b) adjacent land use (density, residential, public libraries, schools, community centres, shopping plazas, etc.)

(c) public transit, including location of transit stops and pedestrian routes to and from these stops; and

(4) that the communication (November 26, 1999) submitted by Ms. Swarbrick, Co-Chair, be forwarded to the Works Committee for information and any appropriate action.

Background:

The Toronto Pedestrian Committee had before it a communication dated November 26, 1999, from Ms. Rhona Swarbrick, Co-Chair, respecting the Traffic Safety Bureau.
