Subject: Don Valley Parkway Bridge over Don River - Structural Rehabilitation Contract No. 00FS-)3S, Tender call No.
283-1999 (Don Parkway)
Purpose:
The purpose of this report is to advise the results of the Tender issued for structural rehabilitation of the Don Valley
Parkway Bridge over Don River, in accordance with specifications as required by the Works and Emergency Services
Department, to reduce the speed limit on the Don Valley Parkway during construction and to request the authority to issue
a contract to the recommended bidder.
Financial Implications and Impact Statement:
Funds to cover the cost of this project, in the estimated amount of $2,669,329.00 have been included in the recommended
Transportation Services 2000 Capital Works Programme which has been approved by City Council.
Recommendations:
It is recommended that:
(10Contract No. 00FS-03S, Tender Call No. 283-1999 structural rehabilitation of the Don Valley Parkway Bridge over
Don River be awarded to Grascan Construction Ltd. & Torbridge Construction Ltd. who submitted the lowest price bid in
the amount of $2,669,329.00; including all taxes and charges, being the lowest Tender received.
(2)Commencing the first day of construction (expected to be June 10, 2000) and terminating on the last day of construction
(expected to be September 18, 2000), the speed limit on the Don Valley Parkway be designated as 60 kilometres per hour
at the following locations:
(1)northbound Don Valley Parkway from a point approximately 140 metres south of Lawrence Avenue to a point
approximately 760 metres north of Lawrence Avenue;
(2)southbound Don Valley Parkway from a point approximately 550 metres north of Lawrence Avenue to a point
approximately 500 metres south of Lawrence Avenue;
(3)Appropriate City Officials be authorized and directed to take the necessary action to implement the foregoing,
including the introduction in Council of any necessary Bills that are required.
Background:
The Bid Committee at its meeting held on February 2, 2000 opened the following tenders for Contract No. 00FS-03S,
Tender Call No. 283--1999, for structural rehabilitation of the Don Valley Parkway Bridge over Don River.

*Tender price corrected for mathematical errors. Purchasing and Materials Management has verified that the mathematical
errors were corrected.
Comments:
The Tender documentation submitted by the recommended bidder has been reviewed by the Commissioner of Works and
Emergency Services and was found to be in conformance with the Tender requirements.
The Manager, Fair Wage and Labour Trades Office has reported favourably on the firm recommended.
Due to the rehabilitation work on the Don Valley Parkway, a reduction in the maximum permissible speed limit from 90
kilometres per hour to 60 kilometres per hour is mandatory for the maintenance of safe traffic operations during the
construction period.
The sections of the Don Valley Parkway which are to be constructed in 2000 and which require a reduced speed limit are
northbound, between a point approximately 140 metres south of Lawrence Avenue to a point approximately 760 metres
north of Lawrence Avenue and southbound, between a point approximately 550 metres north of Lawrence Avenue to a
point approximately 500 metres south of Lawrence Avenue
Conclusions:
This report requests authority to issue a contract for structural rehabilitation of the Don Valley Parkway Bridge over Don
River, in accordance with specifications to Grascan Construction Ltd. & Torbridge Construction Ltd., being the lowest
Tender received and to reduce the speed limit from 90 kilometres per hour to 60 kilometres per hour as detailed in this
report.
