Funds to cover the cost of this project, in the estimated amount of $1,783,690.00 have been included in the recommended Transportation Services 2000 Capital Works Programme which has been approved by City Council.

It is recommended that Contract No. 00FS-07S, Tender Call No. 284-1999 for structural rehabilitation of the Dundas Street Westbound Bridge over Kipling Avenue be awarded to Grascan Construction Ltd. & Torbridge Construction Ltd, in the total amount of $1,783,690.00 including all taxes and charges, being the lowest Tender received, subject to Committee and Council approving the recommendations contained in a parallel report concerning the options for the Six Points Interchange.

Background:

The Bid Committee at its meeting held on January 26, 2000 opened the following Tenders for Contract No. 00FS-07S, Tender Call No. 284-1999, for structural rehabilitation of the Dundas Street Westbound Bridge over Kipling Avenue:

Comments:

The Tender documentation submitted by the recommended bidder has been reviewed by the Commissioner of Works and Emergency Services, and was found to be in conformance with the Tender requirements.

The Manager, Fair Wage and Labour Trades Office has reported favourably on the firm recommended.

Conclusions:

 

This report requests authority to issue a contract for structural rehabilitation of the Dundas Street Westbound Bridge over Kipling Avenue at Six Points Interchange, in accordance with specifications, to Grascan Construction Ltd. & Torbridge Construction Ltd., being the lowest Tender received, subject to the recommendations of a parallel report concerning the future of the Six Points Interchange being adopted by Committee and Council.

It is recommended that the contract for the repair of the Dundas Street West (westbound) bridge over Kipling Avenue be awarded as outlined in the accompanying report, entitled, "Dundas Street westbound bridge over Kipling Avenue at the Six Points Interchange – Structure Rehabilitation".

Background:

Council Reference:

On January 27, 2000, during consideration of the 2000-2004 Capital Budget, (Clause No. 1, Report No. 1 of the Policy and Finance Committee), Council requested that the Commissioner of Works and Emergency Services, in consultation with the Acting Commissioner of Urban Development Services, prepare a report to the Works Committee on options for the redesign/reconstruction of the Dundas Street West (westbound) bridge over Kipling Avenue prior to the award of any contract or tender for the reconstruction of this bridge.

 

 

History of the Six Points Interchange:

The intersection of Kipling Avenue with Dundas Street West and Bloor Street West is known as the Six Points interchange (see Figure 1). The interchange was constructed in 1961. In 1986, the former City of Etobicoke approved the Kipling/Islington City Centre Secondary Plan. The plan calls for intensive mixed-use development around both the Kipling and Islington Subway stations. The existing configuration of the Six Points Interchange was identified as an obstacle affecting the development potential of lands around the interchange, particularly the City-owned Westwood Theatre lands at the southeast corner of the interchange. While the secondary plan advocates reconfiguration of the interchange, a specific design alternative is not identified.

Alternative interchange designs were investigated, at a very conceptual level of detail, in conjunction with the transportation planning work undertaken in support of the secondary plan. The alternative recommended by the consulting firm engaged by the former City of Etobicoke and Metro Toronto to undertake the Kipling/Islington Transportation Study was not incorporated within the secondary plan. Their proposed alternative retained portions of the existing interchange, while freeing up approximately 2.27 hectares (5.6 acres) of the interchange for redevelopment. The former City of Etobicoke and Metro Toronto subsequently undertook further studies to consider additional alternatives, including full at-grade options. Again, this work was undertaken at a conceptual level of detail.

Due to concerns expressed regarding the functionality of an at-grade solution from a traffic operations perspective, these studies recommended an alternative design. This design provided for a continuous east/west Bloor Street alignment through Kipling Avenue, and retained a grade-separated crossing of Dundas Street over Kipling Avenue and Bloor Street, including retaining the existing Dundas Street West (westbound) bridge. A new service road through the Westwood Theatre lands would connect Bloor Street with Kipling Avenue. Similarly, a new service road would connect Dundas Street West with Kipling Avenue through the southwest corner of the existing interchange (see Figure 2). This scheme would release approximately 1.9 hectares (4.7 acres) of municipal land for redevelopment. While it was noted that the design would not function as well as the existing interchange, it was generally agreed that it balanced competing development and transportation objectives. The estimated cost of the construction of the new interchange was approximately $27,000,000 in 1993. At no time during this period was any funding identified to undertake a reconfiguration of the interchange.

The alternative design was endorsed by Metro Transportation staff and was subsequently endorsed by the former Etobicoke City Council on January 22, 1990. The City of Etobicoke also requested the Municipality of Metropolitan Toronto to undertake a functional design study for the endorsed design concept, or any other alternative design concept involving not more than one major grade separation; and not including a loop ramp nor a separate westbound to northbound connection in the north-east quadrant of Bloor Street West and Kipling Avenue.

Notwithstanding the progress made towards developing an acceptable interchange concept, the momentum associated with the project was lost in the mid 90’s in the context of discussions between the City of Etobicoke and Metropolitan Toronto concerning the potential relocation of the Etobicoke Civic Centre to the Westwood Theatre lands. Details concerning the funding for the project were left unresolved. Consequently, no environmental assessment or associated functional design work was initiated.

Comments:

City Centre Secondary Plan Review:

City Planning staff are currently in the process of reviewing the City Centre Secondary Plan. It is their intention to bring forward a proposals report to Etobicoke Community Council in late spring. One component of the Secondary Plan review will be to revisit options for the future of the Six Points interchange. Transportation Services staff are participating in this review. The rehabilitation of the Dundas Street West (westbound) bridge will not preclude alternative long-term options for the redesign of the interchange.

Currently, resources are not available to undertake a comprehensive study for any of the design concepts that may be advanced through the Secondary Plan review process. Staff will investigate opportunities for setting aside funds in the 2001-2005 Capital Budget for such work.

Master Plan for Office Accommodation:

City Council adopted the "Accommodation Plan and Long Term Strategy for Service Delivery for the City of Toronto and Master Plan for Office Accommodation" on December 14, 1999. The report recommends that a working group be established to undertake an investigation to seek a new site for the former Etobicoke and York Civic Centres, with improved public access. It is our understanding that the Westwood Theatre lands are being considered for such a new facility. This process may provide opportunities for developing a business case for the proposed interchange reconfiguration. The reconfigured interchange would enhance the value of City owned Westwood Theatre lands, including any future new Civic Centre.

Rehabilitation of the Existing Bridges:

In 1996, in the absence of any firm plans or commitments concerning the potential future reconfiguration of the Six Points interchange and given the age and condition of the existing structures, a program to rehabilitate the interchange was undertaken. Since 1997, two of the three bridges that comprise the Six Points interchange have been rehabilitated (see Figure 3). The Bloor Street West (westbound) bridge over Dundas Street West was rehabilitated in 1997 at a cost of approximately $1,000,000. The Dundas Street West (eastbound) bridge over Kipling Avenue was rehabilitated in 1999 at a cost of approximately $1,300,000.

The Dundas Street West (westbound) bridge over Kipling Avenue is scheduled for repair this year. The need to rehabilitate this structure was first identified in 1994 when a condition survey was conducted. Repairs have already been delayed for a number of years because of funding constraints and due to the level of deterioration can no longer be delayed. Rehabilitation of this bridge must be carried out this year. The cost of rehabilitating the Dundas Street West (westbound) bridge at Kipling Avenue is estimated at approximately $1, 800,000. It is important to note that this bridge would remain in its present location in the event that the Six Points Interchange option previously endorsed by the former City of Etobicoke is advanced. Therefore, it is likely that we will need to rehabilitate this structure whether or not the Six Points interchange is reconfigured.

Conclusions:

The Dundas Street West (westbound) bridge over Kipling Avenue is in need of immediate rehabilitation. Further studies are required to determine the best solution for a long-term reconfiguration of the Six Points interchange that addresses the City’s development, urban design and transportation objectives. However, the most recent plans for the reconfiguration of the interchange, that were endorsed by the former City of Etobicoke, maintain the existing Dundas Street West (westbound) bridge. Therefore, it is recommended that the required rehabilitation work proceed in 2000, as recommended in the accompanying report. This work will not preclude future interchange redesign options.

The Commissioner of Urban Development Services concurs with the conclusions and recommendations in this report.
