Subject:Reconstruction of Watermains on Church Street and Lombard Street -

Contract No. 58555 (Downtown - Ward 24)

Purpose:

To advise the Works Committee of an increase in cost of Contract No. 58555, for reconstruction of watermains on Church Street from Queen Street East to Gerrard Street East and Lombard Street from Victoria Street to Jarvis Street, and to request additional funds.

Financial Implications and Impact Statement:

Funds to cover the additional cost of the work are available within Water and Wastewater Account Number 4420-51000009.

Recommendations:

It is recommended that approval be given for the expenditure of additional funds in the amount of $22,592.22 under Contract No. 58555.

Background:

Contract No. 58555 for the reconstruction of watermains on Church Street and Lombard Street was awarded by the Works Committee at its meeting on July 14, 1999, to K.V.C. Construction Limited, in the amount of $1,185,141.00.

Since the Interim Financial Control By-law requires that expenditures beyond the awarded value of a contract be reported to City Council, this report is to authorize the additional expenditure.

Comments:

This contract involved the reconstruction of the Church Street watermain which was installed in 1877. Work on the contract commenced on August 8, 1999. Due to the age of the watermain, limited information was available regarding the existing configuration of the water services on the street. During the course of construction it was found that actual field conditions required a higher number and longer connections than anticipated. This resulted in longer pipe connections which increased the cost of materials and labour by 1.8%.

Conclusions:

The final costs of Contract No. 58555 in the amount of $1,207,733.22 is in excess of the award by $22,592.22 or 1.8%.

In accordance with the Interim Financial Control By-law, this matter is being referred to Committee for authorization of the additional expenditure.
