Subject:Proposed Installation of Traffic Control Signals

Kipling Avenue and Longfield Road/The Kingsway

Purpose:

To obtain approval for the installation of traffic control signals at the intersection of Kipling Avenue and Longfield Road/The Kingsway

Financial Implications and Impact Statement:

The funds associated with new traffic control signal installations are contained in the Works and Emergency Services Capital Program under Project No. C-TR031. As part of the Department's Capital Budget, $1.6 million has been allocated for new traffic control signal installations in 2000.

The estimated total cost of the installing traffic control signals at this location is $68,500.00.

Recommendations:

It is recommended that:

(1)traffic control signals be installed at the intersection of Kipling Avenue and Longfield Road/The Kingsway; and

(2)the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any bills that may be required.

Background:

At the request of a local resident, Transportation Services staff investigated the need for traffic control signals on Kipling Avenue at Longfield Road/The Kingsway.

Comments:

Kipling Avenue, in the vicinity of Longfield Road/The Kingsway, is a four-lane arterial road with a two-way 24 hour traffic volume of 25,700 vehicles per day. The nearest traffic control signals are located approximately 400 metres to the south at Princess Margaret Boulevard.

An eight-hour traffic control signal warrant analysis was conducted and revealed that traffic control signals are technically warranted. The results are listed below:

Either Warrant 1 or Warrant 2 should be 100 per cent satisfied or any two of the three warrants should be 80 per cent satisfied to fulfill the minimum technical requirements for the installation of traffic control signals. The "Collision Hazard" warrant is based on the number of collisions that occurred at the intersection in a three-year period, which were potentially preventable by the installation of traffic control signals.

Collision statistics provided by the Toronto Police Service indicate three collisions over the three-year period from January 1, 1996 to December 31, 1998, that were potentially preventable by the installation of traffic control signals. Based on the above information, the technical warrants for the installation of traffic control signals are met.

The installation of traffic control signals will not have a significant impact on the operation of the roads in the immediate area owing to the suitable spacing between signalized locations.

Staff has contacted the Ward Councillors, and they support the recommendations of this report.

Conclusions:

The installation of traffic control signals at the intersection of Kipling Avenue and Longfield Road/The Kingsway are technically warranted and would provide benefits to all roadway users in the area.
