Subject:Proposed Installation of Traffic Control Signals:
York Mills Road at Scarsdale Road
(Don Parkway)
Purpose:
To obtain approval for the installation of traffic control signals on York Mills Road at Scarsdale Road.
Financial Implications and Impact Statement:
All costs associated with the installation of traffic control signals are the responsibility of Generx Inc. The estimated cost
of installing traffic control signals, which includes a one time maintenance fee and modification of the adjacent traffic
control signals at Leslie Street and York Mills Road, is $165,000.00.
Recommendations:
It is recommended that subject to receipt of funding from Generx Inc. in the amount of $165,000.00:
(1)traffic control signals be installed at the intersection of York Mills Road and Scarsdale Road;
(2)coincidental with the activation of the signals referenced in Recommendation No. (1):
(i) a southbound right-turn-on-red prohibition, except on green arrow, be enacted;
(ii) a southbound through traffic prohibition be enacted; and
(iii) north/south left-turn green arrow be installed at the York Mills Road and Leslie Street intersection;
(3) the road improvements described herein be coordinated with the installation of traffic control signals at York Mills
Road and Scarsdale Road; and
(4)the appropriate by-law(s) be amended accordingly.
Background:
A condition of approval of the development of York Mills Square on the northeast quadrant of the York Mills Road and
Leslie Street intersection, was the provision that funding be provided by the developer for the installation of traffic control
signals on York Mills Road at Scarsdale Road, related roadway work on York Mills Road at Scarsdale Road, and
modification to the traffic signal hardware at York Mills Road and Leslie Street.
Comments:
York Mills Road at Scarsdale Road is a six-lane east-west, arterial roadway incorporating an exclusive westbound left turn
lane. Scarsdale Road is a two way local roadway that intersects York Mills Road on its south side. The development of
York Mills Square, includes an access which would form the fourth leg of the intersection on the north side.
The adjacent traffic control signals are located 207 metres to the west at York Mills Road and Leslie Street and 450 metres
to the east at York Mills Road and Lesmill Road.
Projected volumes for each of the busiest eight hours for the subject development were derived from traffic surveys and a
traffic impact study undertaken by BA Consulting Group. The results show that under total future conditions, the
requirement for installation of traffic control signal Warrants 1 and 2, Minimum Vehicular Volume and Delay to Cross
Traffic, were 100 percent met. The installation of traffic control signals are therefore warranted under the projected traffic
volumes.
A modification is required to the median on the west leg of the intersection in order to accommodate an eastbound left turn
lane. To facilitate eastbound left turns into the development, a callable advanced green feature is required. A southbound
"No Right-Turn-On-Red" prohibition is required due to the limited sight visibility available to southbound motorists
exiting the development site. This restrictive prohibition can be augmented by the use of a southbound right turn green
arrow that operates in conjunction with the non-conflicting eastbound left turn advanced green feature.
A southbound through prohibition is proposed in order to prevent traffic infiltration into the adjacent residential
neighbourhood to the south of York Mills Road.
With the anticipated increase in overall intersection traffic volume at York Mills Road and Leslie Street, particularly in the
southbound direction, delays will be experienced. To address these anticipated delays, it is proposed that back-to-back
north/south left turn arrows be installed, with the necessary detection equipment and signal timing modifications.
Conclusions:
Traffic control signals at York Mills Road at Scarsdale Road are technically warranted under the projected traffic volumes.
The installation of traffic control signals will provide the necessary right-of-way control required to access/egress the
development and will not negatively impact traffic operations on York Mills Road.
