Subject:Proposed Installation of Traffic Control Signals:
Caledonia Road at Raitherm Road
(North York Spadina)
Purpose:
To obtain the approval for the installation of traffic control signals on Caledonia Road at Raithern Road, the removal of the
existing pedestrian crossover, and the designation of an exclusive northbound right turn lane, buses excepted.
Financial Implications and Impact Statement:
All costs associated with the installation of traffic control signals, removal of the pedestrian crossover and the designation
of the northbound right turn lane are the responsibility of Home Depot. The estimated cost of this work, which includes a
one time maintenance fee for the signals, is $120,000.00.
Recommendations:
It is recommended that subject to receipt of funding from Home Depot in the amount of $120,000.00:
(1)traffic control signals be installed at the intersection of Caledonia Road and Raitherm Road;
(2)coincidental with the activation of the signals referenced in Recommendation No. (1):
(3)the existing pedestrian crossover be removed; and
(4)the northbound curb lane be designated a mandatory northbound right turn lane, buses excepted;
(5)the road improvements described herein be co-ordinated with the installation of traffic control signals at Caledonia Road
and Raitherm Road; and
(6)the appropriate by-law(s) be amended accordingly.
Background:
A condition of approval of the development of the Home Depot store is that funding be provided by the developer for the
installation of traffic control signals, removal of the existing Pedestrian Crossover and implementation of related roadway
improvements.
Comments:
Caledonia Road at Raitherm Road is a two lane, north-south, minor arterial roadway. Raitherm Road is a two way local
roadway that intersects Caledonia Road on the west side. The developments proposed access would form the fourth leg of
the intersection on the east side.
The adjacent traffic control signals are located 300 metres to the north at Caledonia Road at Glencairn Avenue and 390
metres to the south at Caledonia Road at Castlefield Avenue.
Projected traffic volumes for each of the busiest eight hours for the subject development were derived from traffic surveys
undertaken by BA Consulting Group. The results indicate that the total future conditions, the requirement for the
installation of traffic control signals Warrant 1, Minimum Vehicular Volume, was 90 percent met and Warrant 2, Delay to
Cross Traffic, was 93 percent met. The installation of traffic control signals are warranted under the projected traffic
volumes.
The existing pedestrian crossover is to be removed at the time of traffic signal activation. Development related road
widenings are required in order to provide an exclusive southbound left turn lane on Caledonia Road at Raitherm Road,
within the proposed signalized intersection, an additional exclusive southbound left turn lane for the secondary access
location at the south end of the site and an exclusive northbound right turn lane (buses excepted) within the signal. The
developer will also be responsible for the costs associated with these road improvements.
Conclusions:
Traffic control signals on Caledonia Road at Raitherm Road are technically warranted under the projected traffic volume.
The installation of traffic control signals will provide the necessary right-of-way control to access/egress the development.
