Subject:Proposed Installation of Traffic Control Signals

Finch Avenue West and Proposed Westerly Access Driveway to Shoppers World

Rexdale-Thisletown

Purpose:

To obtain approval for the installation of traffic control signals at the intersection of Finch Avenue West and the proposed westerly access driveway to the Shoppers World located approximately 390 metres west of Kipling Avenue.

Financial Implications and Impact Statement:

All the costs associated with the installation of the traffic control signals are to be borne by the tenant, Shoppers World Company Inc.

The estimated total cost of installing traffic control signals at this location, including a one time maintenance fee, is $113,000.00.

The cost of removal of the existing split pedestrian crossover, estimated to be $10,000.00, can be accommodated in the Transportation Services Division's 2000 Operating interim appropriation.

Recxommendations:

It is recommended that:

(1)the installation of traffic control signals be approved for the intersection of Finch Avenue West and the proposed westerly access driveway to Shoppers World, located approximately 390 metres west of Kipling Avenue;

(2)installation of the traffic control signals be subject to the receipt of funding from the tenant, Shoppers World Company Inc. in the amount of $113,000.00;

(3)coincident with the traffic control signal installation, the existing split pedestrian crossover located approximately 390 metres west of Kipling Avenue be removed; and

(4) the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any bills that may be required.

Background:

A request was submitted by DS-Lea Associates Ltd., in October, 1996, on behalf of the landowner, IPCF Properties Inc., to construct a full-moves signalized access driveway on Finch Avenue West approximately 390 metres west of Kipling Avenue (Attachment No. 1). The intent of providing a signalized access driveway was to improve traffic access from Finch Avenue West to the western portion of the Shoppers World site, and more specifically to the Fortinos grocery store, located in the area south of the proposed access driveway. Subsequent to that request, staff reviewed the proposal and agreed that the access could be constructed and traffic control signals could be installed provided that the costs associated with the traffic control signal installation were borne by the developer.

Since the time of the initial request in 1996, the land ownership has changed, and is now owned by Pensionfund Realty Limited. The new landowner is now prepared to proceed with the construction of the subject westerly access driveway and the installation of traffic control signals.

The installation of the subject traffic control signals will necessitate the removal of the existing split pedestrian crossover (SPXO), located adjacent to the subject westerly access driveway. The estimated cost of removing the SPXO is $10,000.00.

Comments:

In the vicinity of the subject site, Finch Avenue West is a four-lane arterial road with a two-way 24-hour traffic volume of 25,000 vehicles per day. Traffic control signals are located approximately 280 metres to the west at Albion Road, and 390 metres to the east at Kipling Avenue.

The subject westerly access driveway will form a "T" intersection on the south side of Finch Avenue West.

An eight hour traffic control signal warrant analysis was undertaken based on the anticipated traffic volumes, which would be redistributed/generated by the new access driveway. The results are listed below:

 Either Warrant 1 or Warrant 2 should be 100 per cent satisfied or any two of the three warrants should be 80 per cent satisfied to fulfill the minimum technical requirements for the installation of traffic control signals.

The estimated total cost of installing traffic control signals at this location is $83,000.00. In addition to this cost, the developer is required to pay a one-time fee of $30,000.00 for the operation and maintenance of the signals. Therefore, the total costs, to be borne by the tenant, for the installation, operation and maintenance of the subject traffic control signals would be approximately $113,000.00. The City's share of the costs will be the cost of removing the existing SPXO.

Owing to the spacing between adjacent traffic control devices, the installation of traffic control signals will not have a significant impact on the operation of the roads in the immediate area. From a public perspective, the signals will provide improved traffic conditions to all roadway users, particularly pedestrians.

Transportation staff has contacted the Ward Councillors, and both Councillor's Elizabeth Brown and Bruce Sinclair support the recommendations of this report.

Conclusions:

The installation of the subject traffic control signals will benefit all roadway users in this area, as well as provide convenient and safe access for the patrons of Shoppers World.
