CEDARVALE TRAFFIC CALMING PLAN
GLEN CEDAR ROAD TRAFFIC CALMING MEASURE

Purpose:
To seek direction on concerns related to an approved traffic calming measure on Glen Cedar Road between Dewbourne
Avenue and Eglinton Avenue West which is an element of the overall Cedarvale Traffic Calming Plan.
Financial Implications and Impact Statement:
There are no financial implications resulting from the adoption of this report.
Recommendations:
It is recommended that York Community Council decide on its preferred option for the traffic calming element on Glen
Cedar Road as described in the text of this report and whether further polling of residents should be undertaken.
Comments:
York Community Council, at its meeting of September 14, 1999, recommended the approval of various traffic calming
measures in the Cedarvale community, including a combination road narrowing and speed hump on Glen Cedar Road
between Dewbourne Avenue and Eglinton Avenue West (Clause No. 12 of Report No. 9 of the York Community Council).
Subsequent to Council approval of the measures, construction recently commenced, however, as the crews began work at
the above-noted location, strong public reaction was generated, to both Ward Councillors and staff. The responses ranged
from complete objection, objection to the road narrowing component, to support for the narrowing and speed hump as
approved. Given the intensity of views about this particular location, staff decided that it would be prudent to temporarily
halt the work pending further consideration, prior to the permanent changes being constructed.
The Cedarvale Community Traffic Plan is the result of an exhaustive public consultation process. This Community Traffic
Plan was approved by both the former City of York Council and the Municipality of Metropolitan Toronto in 1997. In late
1997, construction commenced on twenty-one of the total of forty calming measures approved.
In consideration of completing the plan, York Community Council, at its meeting of January 20, 1999, directed that the
residents be polled on a block-by-block basis, seeking their continued support to complete the plan, but also to ensure their
support and preference for the preferred traffic calming measure.
In reporting the results of the residents survey for Glen Cedar Road, according to resident owners, non-resident owners and
tenants, support was categorized as being "marginal", because less than 50 percent of those polled responded (46 percent).
However, of those responses received there was a significant majority that were in favour (67 percent). York Community
Council confirmed constructing the originally approved traffic calming measure on Glen Cedar Road, being a combination
narrowing and speed hump.
Conclusions:
We are seeking Council's direction on this matter. Based on all of the concerns received to date, a number of potential
courses of action can be considered with respect to the traffic calming measure of Glen Cedar Road:
1. Complete the construction of the original design of a combination road narrowing, spanning half the road, and a speed
hump;
2. Modify the original design to a combination road narrowing, spanning a quarter of the road, and a speed hump;
3. Alter the design to install a speed hump only; or
4. Repeal the road alteration by-law and do not provide any traffic calming measures.
At the same time, the manner of proceeding must also be addressed. In this regard, it will be necessary to decide on
whether or not further polling of the affected residents should be undertaken. If polling is not pursued, it may be possible,
weather permitting, to carry out any of the options this year. However, if polling is carried out, there will not be time during
the current construction season to finish the work, and it would have to be undertaken in the spring.
