TRAFFIC CALMING - SURVEY RESULTS

OLD MILL DRIVE

Ward 27, York Humber

Purpose:

To introduce traffic calming on Old Mill Drive between Bloor Street West and Riverside Drive.

Financial Implications and Impact Statement:

Subject to competing priorities, the funds associated with constructing the proposed traffic calming measures on Old Mill Drive, estimated at $80,000.00, are requested in the Transportation Services 2000 Capital Estimates.

Recommendation:

It is recommended that:

(1) the City Solicitor be authorized to submit by-laws authorizing the alteration of sections of the roadway on Old Mill Drive from Bloor Street West to Riverside Drive for traffic calming purposes, described as follows:

"The construction of three asphalt speed humps, on OLD MILL DRIVE, from Bloor Street West to Riverside Drive and construction of a tabled intersection at Old Mill Drive and Riverside Drive, as shown generally on Drawing No. 1, dated December 1999, attached.";

(2) the City Clerk provide the necessary public notice to introduce the above-noted traffic calming measures; and

(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

Comments:

York Humber Councillor Bill Saundercook has requested that Transportation Services staff report to York Community Council the results of volume and speed studies undertaken on Old Mill Drive. The following information summarizes the results of the residents survey:

Old Mill Drive operates in a two-way north/south direction, with a pavement width of 7.3 metres. The legal speed limit is a maximum 40 kilometres per hour.

Volume and speed studies conducted over a seven (7) day period, in May 1999, recorded an average combined daily total of approximately 1000 vehicles travelling at a combined average speed of 40.6 kilometres per hour, with 64% of these vehicles travelling at speeds greater than 40 kilometres per hour. A combined daily operating speed (the speed at which 85% of the vehicular traffic travels at or below) of 51.5 kilometres per hour was recorded over the period of the survey.

Based on the above results staff undertook a survey of affected area residents, to determine majority support for the attached individual traffic calming plan. It was concluded that traffic calming is supported if more than 50% of those surveyed responded and more than 50% of those responses were favourable.

The attached Appendix 1 details the results of the residents survey, including resident owners, non-resident owners and tenants, for Old Mill Drive.

Conclusions:

The majority of residents, based on the responses received (89%), support the installation of traffic calming on Old Mill Drive between Bloor Street West and Riverside Drive. In view of this high response rate, traffic calming is therefore recommended.
