REQUEST TO CHANGE ON-STREET PARKING ON ATLAS AVENUE

Ward 28, York Eglinton.

Purpose:

To respond to a request to review the feasibility of changing on-street parking on Atlas Avenue between Vaughan Road and Earlesdale Avenue from the west to the east side during the winter months (December through to the end of March).

Financial Implications and Impact Statement:

The funds associated with changing parking from the west to the east side on Atlas Avenue from Earlsdale Avenue to south of Vaughan Road, estimated at $400.00, are contained in the Transportation Services Division 2000 Operating Budget interim appropriations.

It is recommended that:

(1) the City Clerk undertake a poll of the residents on Atlas Avenue between Earlsdale Avenue and Vaughan Road to determine majority support for transferring on-street parking from the west to the east side during the winter months (December through to the end of March);

(2) subject to the poll revealing the majority of residents are in favour, the Uniform Traffic By-laws 196-84 and 2958-94 be amended to change on-street parking on Atlas Avenue which is currently allowed on the west side, from Earlsdale Avenue to a point 24 metres south of Vaughan Road, to apply on the east side, from Earlsdale Avenue to a point 43 metres south of Vaughan Road, from 7:00 p.m. on the first day of December to 7:00 p.m. on the first day of April; and

(3) further, the On-Street Permit Parking By-law 3491-80 be amended to change on-street parking from the west to the east side of Atlas Avenue as set out in Recommendation No. 2 above, between 12:00 midnight and 6:00 a.m., from the 2nd day of December to the 1st day of April, inclusive.

Comments:

At the request of a resident of Atlas Avenue we reviewed the feasibility of changing on-street parking on Atlas Avenue, from the west to the east side during the winter months (December through to the end of March).

Presently alternate side parking is in effect on Atlas Avenue from Earlsdale Avenue to a distance of 24 metres south of Vaughan Road on the west side and 43 metres south of Vaughan Road on the east side. On-street parking alternates between the east and west sides of Atlas Avenue, during the spring, summer and fall months. Parking is exclusively permitted on the west side during the winter months. Earlsdale Avenue is located one block south of Vaughan Road. Between Vaughan Road and Earlsdale Avenue there are 8 and 14 curb side parking spaces on the west and east sides, respectively. Therefore, 6 more parking spaces would be available during the winter months if parking is changed to the east side for this block only.

Under the existing parking regulations, parking alternates on the entire section between Dundurn Crescent and Vaughan Road (3 blocks). When considering this entire section, there are more spaces available on the west side than the east side. If parking is changed to the east side during the winter months between Earlsdale Avenue and Vaughan Road only (1 block) there will be an overall increase in parking spaces. However, this will adversely impact maintenance operations such as snow ploughing and garbage collection.

Conclusions:

Changing the alternate side parking regulations on Atlas Avenue, between Earlsdale Avenue and Vaughan Road, so that parking is allowed on the east side during the winter months will increase the available parking. Since this parking regulation change affects the last block of the street, changing the parking would have a marginal impact on winter maintenance operations. Therefore, the residents of Atlas Avenue from Earlsdale Avenue to Vaughan Road should be polled to determine majority support for this parking regulation change.
