The East York Community Council recommends that the report (December 22, 1999) from the Director of
Community Planning, East District, be adopted.
The East York Community Council reports having referred the following communications to the Chief Planner for
consideration and any action deemed appropriate:
(i) (January 12, 2000) from Mr. Donald Lake, East York, requesting that consideration of the application for an amendment
to Metropolitan Toronto Corporation No. 742, Citylife Residence Corp., 67-93 Douglas Crescent be deferred until a later
date; and
(ii) (January 17, 2000) from Mr. Donald Lake, East York, forwarding a letter (March 19, 1999) from Mr. Steve Franklin,
Director of Building and Deputy Chief Building Official, Urban Planning and Development Services.
The East York Community Council submits the following report (December 22, 1999) from the Director of
Community Planning, East District:
Purpose:
This report requests that Council authorise the Chief Planner to approve an amendment to the description and the
declaration of a previously Registered Condominium Corporation No. 742. The amended declaration and description will
change the tenure of the parking spaces and lockers from common elements to units and add four new residential
(townhouse) units to the previously registered sixteen residential units.
Financial Implications and Impact Statement:
None.
Recommendation:
It is recommended that City Council authorise the Chief Planner to approve an amendment to the Declaration and
Description of Registered Condominium Corporation No. 742 to affect a change to the tenure of the parking spaces and
locker units from exclusive use common elements to units, and, to add four new townhouse units to the already registered
sixteen residential units subject to the confirmation that the units are complete pursuant to the regulations of the
Condominium Act.
Background:
The sixteen-unit condominium located at 67-93 Douglas Crescent was registered in 1987. Recently its owners, Citylife
Residence Corporation, were permitted to add four new townhouse units and have also added eleven new parking spaces.
These additions have necessitated technical modifications to the registered condominium including amendments to the
original declaration and description.
The applicant provided the department with copies of the proposed Condominium Declaration and the amended sheets of
the Description including a marked-up excerpt of the amended description showing municipal addresses (on file with the
East York Planning Office). These were reviewed and found to reflect the permissions granted to Citylife Residence
Corporation for the additional development.
Conclusions:
All the planning issues relevant to this development have been previously resolved during the approval process of the
various additional elements by East York Council, the Committee of Adjustment, and the Ontario Municipal Board. The
department has reviewed the proposed amended condominium declaration and the amended description and we are
prepared to recommend their approval. However, based on the advice received from the City's Building Division that some
mechanical permits have yet to be finalised, we have made our recommendation for approval conditional on the provision
by the applicant of confirmation that all the units are completed pursuant to the regulations of the Condominium Act.
