All Way Stop Installation - Cocksfield Avenue at
Maxwell Street - North York Spadina
The North York Community Council recommends the adoption of the
following report (November 22, 1999) from the Director, Transportation
Services Division, District 3, Works and Emergency Services:
Purpose:
To install an all way stop control at the intersection of Cocksfield
Avenue and Maxwell Street.
Financial Implications and Impact Statement:
The costs of the installation for this device are covered in the
Transportation Division's operating budget.
Recommendation:
It is recommended that an all way stop control be installed at the
intersection of Cocksfield Avenue and Maxwell Street.
Background:
Cocksfield Avenue is a local road, immediately north of Sheppard Avenue West,
and extends from Bathurst Street to the west side of Wilson Heights Blvd. All
of the intersections of Cocksfield Avenue with north-south streets are controlled
by stop signs, which require east-west traffic to stop. The exception to this
pattern, is the intersection of Cocksfield Avenue with Maxwell Street, where
north-south traffic is required to stop.
Staff have been advised in the past by local residents, that this
discrepancy in stop sign installation causes confusion to drivers and the
incidence of driving through the stop signs is quite common. Staff have
attempted to address this issue through the installation of center line
and stop bar pavement markings, to highlight the stop controls on
Maxwell Street.
It is apparent that staff's efforts have not eliminated the above-noted
conditions, as there have been three severe accidents at the intersection
in the last four months, which resulted in significant property damage
and can be attributable to north-south drivers not giving the right-of-
way to crossing traffic. This situation can be remedied through the
provision of an all way stop.
Conclusion:
The installation of an all way stop control at the intersection of Cocksfield
Avenue and Maxwell Street, will improve vehicular and pedestrian safety
conditions and not affect traffic operations in the area.
