Proposed Amendments to Traffic By-law No. 23503
(Wards 14, 15 and 16 - Scarborough Wexford,
Scarborough City Centre and Scarborough Highland Creek)
The Scarborough Community Council recommends the adoption of the
following report (December 21, 1999) from the Director of Transportation
Services, District 4:
Purpose:
To investigate the need for parking regulations and stop controls at
various locations.
Financial Implications and Impact Statement:
The $800.00 (approximate) funds associated with the installation of
parking prohibitions, and with the installation of stop signs are available
in the Transportation Services 2000 budget estimates, Cost Centre No.
TP0226.
Recommendations:
It is recommended that:
(1) the parking regulation identified in Appendix 1 of this report be
adopted;
(2) the stop signs identified in Appendix 2 of this report be adopted;
and
(3) the appropriate by-laws be amended accordingly.
Background:
Transportation Services has investigated several items related to
parking and stop controls. The following proposed amendments to
Traffic By-law 23503 are the results of these investigations.
Comments:
PARKING CONTROL REQUIREMENTS
Medley Crescent - Scarborough City Centre
Transportation Services received a request from the resident of 40
Kilbride Road to extend the existing 15 metre corner parking prohibition
on the east side of Medley Crescent a further 19 metres to the north,
adjacent to this residence. We support extending this prohibition to a
point immediately north of the driveway at 40 Kilbride Road to ensure
that access to this driveway is unimpeded by vehicles which regularly
park in the area.
COMPULSORY STOPS
Grover Drive - Scarborough Highland Creek
At the request of Councillor Moeser, staff have investigated the need for
a stop control at the intersection of Grover Drive and Magnum Way. In
an effort to provide area uniformity in controls and to define the right-of-way, a stop control is recommended for eastbound Grover Drive at
Magnum Way, and southbound Ponymeadow Terrace at Grover Drive.
No tree trimming will be required to accommodate these signs.
Maplelea Road - Scarborough Highland Creek
Transportation Services has identified the need to install a stop control
for eastbound Maplelea Road at Zaph Avenue. The purpose of this stop
sign is to define the right-of-way at this intersection and provide area
uniformity in controls. No tree trimming will be required to
accommodate this sign.
Nobert Road - Scarborough Wexford
At the request of Councillor Kelly, Transportation Services staff have
investigated the need for a stop control on Nobert Road at Farmcrest Drive.
The purpose of this stop sign is to define the right-of-way at this intersection and
provide area uniformity in controls. No tree trimming will be required to
accommodate this sign.
Conclusions:
Based on the results of investigations conducted by staff, the parking
prohibition and new stop signs outlined in this report are recommended
for approval.
