The Scarborough Community Council recommends the adoption of the following report (December 27, 1999) from the Director of Community Planning, East District:



Purpose:

To recommend approval of a draft plan of condominium for a nine unit residential development located at 565 Kennedy Road, as shown on Figure 1.



Financial Implications and Impact Statement:



None.



Recommendations:



It is recommended that City Council support the Draft Plan of Condominium by Kopas & Burritt Financial Agents Limited, with respect to the lands on the north-east corner of Kennedy Road and Summer Drive, being Part of Lot 7, Registered Plan 3507, known municipally as 565 Kennedy Road, subject to the following condition:



(a) Plan stamped "Recommended" this date as illustrated on Figure 2.



Background:



This site was the subject of Official Plan and Zoning By-law Amendment applications approved by City Council in July 1998, to permit the conversion of a commercial plaza into nine (9) apartment units. A Site Plan Control application detailing the renovations, site access, parking and landscaping was approved by the Director of Community Planning, East District in April 1999.



Comments:



The property is designated Medium Density Residential (MR) in the Kennedy Park Community Secondary Plan providing for development to a maximum density of 50 units per hectare (20 units per acre). The property is zoned Multiple Family Residential (M) in the Kennedy Park Community Zoning By-law permitting a maximum of nine (9) residential units.



The application was circulated to various departments and agencies involved in the review process, none of which indicated objections or requested any conditions to be fulfilled prior to release of the final plan for registration.



The residential development has been constructed, to date, in accordance with the Site Plan Control Agreement registered May 13, 1999.
