Appointment - Toronto Transit Commission(One Member of Council to be appointed, who is a resident of the City of Toronto. Requires the affirmative vote of at least
two-thirds of the Members of Council present and voting at Council.)
The Striking Committee recommends that:
(1) Councillor Blake F. Kinahan's resignation from the Toronto Transit Commission be accepted; and
(2) Councillor Gloria Lindsay Luby be appointed to replace Councillor Kinahan as a Member of the Toronto
Transit Commission for a term of office expiring on November 30, 2000, and until her successor is appointed.
The Striking Committee submits the following report (January 25, 2000) from the City Clerk:
Purpose:
To advise Council of Councillor Blake F. Kinahan's resignation from the Toronto Transit Commission and to provide
Members of Council with a list of Members' Preferences for appointment to the Toronto Transit Commission.
Financial Implications and Impact Statement:
Not applicable.
Recommendations:
It is recommended that:
(1) the Striking Committee submit to Council, for its consideration, Councillor Kinahan's resignation from the Toronto
Transit Commission;
(2) the Striking Committee give consideration to Members' preferences outlined in Schedule 1, and recommend to City
Council the appointment of Members of Council to the Toronto Transit Commission, who is a resident of the City; and
(3) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.
Background:
City Council at its meeting held on January 2, 6, 8 and 9, 1998, by its adoption, as amended, of Clause No.1 of Report No.
1 of the Striking Committee, appointed the following Members of Council to the Toronto Transit Commission for a term
of office expiring November 30, 2000, and until their successors are appointed:

R. Davis
B.F. Kinahan
J. Mihevc
D. Miller
H. Moscoe
C. Korwin-Kuczynski.
Councillor Blake F. Kinahan, in a letter dated January 12, 2000, submitted his resignation from the TTC. The General
Secretary of the TTC subsequently forwarded Councillor Kinahan's resignation to the City Clerk by letter dated January 13,
2000, and requested that the necessary action be initiated with the Striking Committee and City Council to replace
Councillor Kinahan on the TTC.
Comments:
Members of Council were recently canvassed to determine their respective interest in this appointment. The attached
Schedule 1 contains a list of those Members who have indicated an interest in this appointment.
Under existing provincial legislation, only residents of the City are eligible to be appointed as members of the TTC, and the
appointment of a member requires the affirmative vote of at least two-thirds of the Members of Council present and voting
at Council.
Conclusions:
It is recommended that the Striking Committee give consideration to Members' preferences outlined in Schedule 1, and
recommend to City Council the appointment of a Member of Council to the TTC who is a resident of the City, upon the
acceptance of Councillor Kinahan's resignation from the TTC.

General Secretary, Toronto Transit Commission:
At its meeting on Wednesday, January 12, 2000, the Commission received the attached letter from Councillor Blake F.
Kinahan advising that he was resigning as a member of the Toronto Transit Commission, effective immediately.
It would be appreciated if the necessary action could be initiated with the Striking Committee and Council to facilitate the
appointment of a replacement for Councillor Kinahan.
