Reduction of Speed Limit - Triller Avenue, from
Queen Street West to King Street West (High Park)
The Toronto Community Council recommends the adoption of the following
report (December 14, 1999) from the Director, Transportation Services, District
1:
Purpose:
To reduce the speed limit on this section of Triller Avenue to conform
with other local streets in the neighbourhood.
Financial Implications and Impact Statement:
Funds to cover the cost of this work and associated signage in the
estimated amount of $200.00 are available under the Transportation
Services Division 2000 Current Estimates.
Recommendations:
It is recommended that:
(1) the speed limit on Triller Avenue, between Queen Street West and King Street
West be reduced from 50 km/h to 40 km/h; and
(2) the appropriate City Officials be authorized and directed to take
whatever action is necessary to implement the foregoing,
including the introduction in Council of any Bills that are required.
Comments:
At the request of High Park Ward Councillors Chris Korwin-Kuczynski
and David Miller and residents of Triller Avenue, Transportation
Services' staff investigated the feasibility of reducing the speed limit
from 50 km/h to 40 km/h on Triller Avenue, from Queen Street West to
King Street West.
Triller Avenue operates one-way southbound from Queen Street West to
King Street West with a 50 km/h speed limit and a pavement width of 7.3
metres.
A 24-hour speed and volume survey was conducted over four
consecutive days on Triller Avenue. Triller Avenue carries a combined
daily average of 1,140 vehicles (8 illegal northbound and 1,032
southbound) between Queen Street West and King Street West. The
combined average operating speed (the speed that 85 percent of the
motorists travelled at or below) recorded was 41 km/h with an average
speed of 29 km/h. Less than 1 percent of these motorists travelled at an
excessive rate of speed (over 55 km/h).
Although the incidence of speeding is low compared to most residential
streets in the City, Triller Avenue satisfies the former City of Toronto
criteria for introduction of a 40 km/h speed limit. In order to provide a
safeguard for pedestrians and to bring this street into line with other
local streets in the neighbourhood, the maximum speed limit should be
reduced from 50 km/h to 40 km/h.
