Parking Regulation - Hillsdale Avenue West,
from Yonge Street to a point 28 metres West
(North Toronto)
The Toronto Community Council recommends the adoption of the following
report (December 17, 1999) from the Director, Transportation Services, District
1:
Purpose:
To reduce the incidence of illegal parking on the south side of Hillsdale
Avenue West, from Yonge Street to a point 28 metres west.
Financial Implications and Impact Statement:
The estimated cost for this proposal is $300.00, funds for which are included in
the Transportation Services 2000 Operating Budget request.
Recommendations:
(1) That the maximum one hour parking limit, from 10:00 a.m. to 6:00
p.m., daily, be rescinded on the south side of Hillsdale Avenue
West, from Yonge Street to a point 28 metres west;
(2) That stopping be prohibited on the south side of Hillsdale Avenue
West, from 10:00 a.m. to 6:00 p.m., Monday to Saturday, from
Yonge Street to a point 28 metres west; and
(3) That the appropriate City Officials be authorized and directed to
take whatever action is necessary to implement the foregoing,
including the introduction in Council of any Bills that might be
required.
Comments:
At the request of the Toronto Police Service, Parking Enforcement Unit,
and in consultation with North Toronto Councillors Anne Johnston and
Michael Walker, Transportation Services staff investigated the feasibility
of introducing a more restrictive parking regulation on the south side of
Hillsdale Avenue West, from Yonge Street to a point 28 metres west.
Hillsdale Avenue West operates two-way with a pavement width of 8.53
metres and a maximum speed limit of 40 kilometres per hour. The
following parking regulations are in effect on Hillsdale Avenue West,
from Yonge Street to Duplex Avenue:
North side:
a) Stopping is prohibited at anytime from a point 28 metres west of
Yonge Street to a point 32.6 metres further west (statutory "No
Stopping at Anytime" upon a bridge or elevated structure); and
b) Parking is prohibited at anytime.
South side:
a) Stopping is prohibited at anytime from a point 28 metres west of
Yonge Street to a point 32.6 metres further west (statutory "No
Stopping at Anytime" upon a bridge or elevated structure);
b) Elsewhere, parking is permitted by permit only from 12:01 a.m. to
10:00 a.m., daily, and is allowed for a maximum period of one hour
from 10:00 a.m. to 6:00 p.m., daily; and;
c) Parking is otherwise permitted for a maximum period of three
hours.
Transportation Services staff have received numerous complaints from
the Parking Enforcement Unit of the Toronto Police Service, area
residents and area business operators, with respect to the operation of
the automobile repair business located on the southwest corner of
Yonge Street and Hillsdale Avenue West (Sammy's Auto Repair,
Premises No. 2114 Yonge Street).
The Parking Enforcement Unit has advised that they are experiencing
difficulties in carrying out enforcement at the above-noted location.
Specifically, employees of the repair business often move vehicles,
which are being parked on-street, on the municipal boulevard or in the
public lane for extended periods of time while awaiting repair, just as a
Parking Enforcement Officer is about to issue a ticket. Site inspections
staff have confirmed that vehicles awaiting repair are parked for
extended periods on Hillsdale Avenue West, immediately west of Yonge
Street, and in the laneway at the rear of Premises No. 2114 Yonge
Street, in spite of the presence of "No Parking in this Lane" signage,
which is clearly visible and in good repair. Additional "No Parking in
this Lane" signs and "Vehicles subject to Towing" tabs will be posted
in this lane.
In order to address the above-noted problem, consideration should be
given to prohibiting stopping on the south side of Hillsdale Avenue
West, from 10:00 a.m. to 6:00 p.m., Monday to Saturday, from Yonge
Street to a point 28 metres west, as described in Recommendation No.
2, above. The introduction of this prohibition would not reduce the
number of permit parking spaces, but would result in the loss of three
on-street parking spaces during the times of the proposed stopping
prohibition noted above.
