On-Street Loading Zone for Disabled Persons -
51 Glenholme Avenue (Davenport)
The Toronto Community Council recommends the adoption of the following
report (December 14, 1999) from the Director, Transportation Services, District
1, with funds to be provided from Interim Appropriations Account No. TPO126:
Purpose:
To facilitate curbside access to the wheelchair ramp fronting the subject
address.
Financial Implications and Impact Statement:
Funds to undertake the necessary pole and sign installations in the
estimated amount of $300.00 are available in the Transportation Services
Division 2000 Current Estimates.
Recommendations:
It is recommended that:
(1) an on-street disabled persons loading zone be established on
the east side of Glenholme Avenue from a point 41 metres south
of Rosemount Avenue to a point 2.4 metres further south; and
(2) the appropriate City Officials be requested to take whatever action
is necessary to give effect to the foregoing, including the
introduction in Council of any Bills that may be required.
Comments:
At the request of a resident of Premises No. 51 Glenholme Avenue,
Transportation Services' staff have investigated establishing a
designated on-street loading zone for disabled persons fronting the
existing wheelchair ramp at the above-noted premises.
The resident has a valid disabled person parking permit issued by the
Ministry of Transportation and requires the use of Wheel-Trans
transportation on a regular basis. Parking is permitted on Glenholme
Avenue fronting the subject location to a maximum period of three hours
outside the hours of permit parking operation between 12:01 a.m. to 7:00
a.m., daily. Vehicles frequently park in front of the wheelchair ramp
blocking access, especially during the winter months when the ramp is
obscured by snow.
To facilitate curbside access for wheelchairs, an on-street loading zone
for disabled persons could be established on the east side of Glenholme
Avenue fronting the ramp. Signs would be posted to identify the
disabled persons loading zone permitting motorists displaying a valid
disabled persons parking permit to temporarily halt their vehicle while
actively engaged in picking-up or dropping-off a disabled person but
would not permit a vehicle to park in front of the wheelchair ramp.
