Garbage Collection -
915 Lakeshore Boulevard East
The Works Committee recommends that the grandparenting policy for
properties receiving City garbage collection in 1995 be interpreted in
such a way that twice-a-week garbage collection for six bags be
reinstated at 915 Lakeshore Boulevard East.
The Works Committee reports, for the information of Council, having requested
the Commissioner of Works and Emergency Services to submit a report to the
Committee, at the appropriate time, on the overall equity issues with respect to
garbage collection.
The Works Committee submits the following list from the Commissioner of
Works and Emergency and Services detailing the sequence of events with respect
to 915 Lakeshore Boulevard East:
Showline Limited
Re: City Garbage Collection - 915 Lakeshore Blvd East
August 14, 1987 - Development Agreement between the former City of
Toronto Public Works Department, and Showline
Limited.
(City garbage collection denied as the project will
generate garbage in excess of the maximum limit
as set out in By-Law No. 20298.)
August 2, 1990 - Public Works Department approves Showline
Limited's requests for garbage collection at 915
Lakeshore Boulevard East - maximum 12 cu. ft. or
six receptacles.
(This collection was approved in error, contrary to
the August 14, 1987 development agreement.)
October 28, 1998 - Mr. Peter Lukas, President, Showline
Limited, requests that their garbage collection
services be reinstated as it had not been collected
since mid-summer.
(Solid Waste Management Services Division staff indicated
that Showline had stopped setting out their
garbage for collection in the summer of 1998.)
November 23, 1998 - Solid Waste Management Services Division
denies Mr. Lukas' October 28, 1998 request, as
the business is located in a two-storey building
with a ground floor area of 5,474 m2.
(1,250 m2 is the maximum ground floor area to qualify for
collection services and the original development
agreement dated August 14, 1987, denied
collection services.)
December 28, 1998 - Mr. Lukas requests twice-a-week garbage
collection for six bags, from this property.
January 26, 1999 - Solid Waste Management Services Division
denies Mr. Lukas' December 28, 1998 request (as
the building is too large (5,474 m2) and due to the
development agreement between Showline and
the City of Toronto dated August 14, 1987,
indicating that City collection services would not
be approved for 915 Lakeshore Boulevard East).
June 30, 1999 - Solid Waste Management Services Division sends
a letter to Councillor Tom Jakobek as a result of
a June 30, 1999 meeting with Steve Whitter
regarding the reasons Showline Limited was
denied collection services.
- Based on the following clause contained in
the August 14, 1987 development agreement
between the City of Toronto and Showline
Limited:
"the project will generate garbage in
excess of the maximum limit as set out
in By-Law No. 20298 and should be
serviced by a private garbage
collection firm."
- 915 Lakeshore Boulevard East is a two-storey building
with a ground floor area of 5,474 m2
(maximum allowable ground floor area is
1,250 m2).
July 14, 1999 - Mr. Peter Lukas' letter to Councillor Saundercook
regarding garbage collection issues at 915
Lakeshore Boulevard East, pointing out that
Toronto Film Studios located at 629 Eastern
Avenue receives City garbage collection, even
though it is a 20,000 m2 building.
(629 Eastern Avenue receives City collection
because it was receiving City collection in 1995
when the new criteria was put in place. It is
grandparented in for ten years or until the
property changes ownership, whichever occurs
first. According to City of Toronto records, the
ownership has not changed and the building has
a ground floor area of 13,663 m2.)
November 25, 1999 - Mr. Peter Lukas' letter to Councillor
Saundercook requesting that he appear before the
Works Committee regarding garbage collection
services at 915 Lakeshore Boulevard East.

The Works Committee reports, for the information of Council, having
also had before it during consideration of the foregoing matter a
communication (December 17, 1999) from Councillor Bill Saundercook,
Chair, Works Committee, advising that Mr. Peter Lukas, Showline Ltd.,
had contacted his office requesting the opportunity to appear before the
Committee with regard to garbage collection at 915 Lakeshore
Boulevard East.
The following persons appeared before the Works Committee in
connection with the foregoing matter:
- Mr. Peter Lukas, President, Showline Ltd., and submitted material
with respect thereto; and
- Councillor Tom Jakobek, East Toronto.
