Keele Valley Landfill Site -
Amendment to Consulting Agreement
with Dixon Hydrogeology Limited
The Works Committee recommends the adoption of the following joint
report (December 16, 1999) from the Commissioner of Works and
Emergency Services and the Chief Financial Officer and Treasurer:
Purpose:
To seek authority to extend the Agreement between the City of Toronto
and Dixon Hydrogeology Limited (Dixon) for consulting services with
respect to hydrogeological services and reporting at the Keele Valley
Landfill Site (KVLS).
Financial Implications and Impact Statement:
The 1999-2003 Capital Works Program approved a total budget of
$15,802,000.00 for ongoing development of the KVLS under Project
No. SW165 Keele Valley Landfill. Funds are available for
hydrogeological consulting in this account.
Recommendations:
It is recommended that:
(1) authority be granted to increase the approved level of expenditure for
consulting services for Dixon Hydrogeology Limited by an amount of
$510,000.00, including the Goods and Services Tax ($490,934.55 after
the Municipal Goods and Services Tax Rebate), for consulting services
with respect to hydrogeological analysis at the Keele Valley Landfill
Site;
(2) the term of the Agreement be extended to December 31, 2002; and
(3) the appropriate City officials be authorized to amend the existing
Agreement between the City of Toronto and Dixon Hydrogeology
Limited to give effect thereto.
Background:
On December 4, 1996, Metropolitan Toronto Council adopted Clause No.
7 of Report No. 28 of The Financial Priorities Committee, thereby
authorizing a further expenditure of $463,789.00 for hydrogeological
services at Keele Valley and raising the limit on approved expenditures
of $2,643,789.00 after the Municipal Goods and Services Tax Rebate.
Comments:
The City requires hydrogeological consulting services related to the
KVLS's liner and its final cover. Dixon has been the hydrogeological
consultant since the site's inception. Services under this agreement are
mandated by conditions of the provisional Certificate of Approval
governing the development and operation of the landfill. As Dixon's
current Agreement for consulting services in relation to the Keele Valley
Landfill Site expires on December 31, 1999, a Request for Proposals was
issued on November 5, 1999, by the Finance Department, Purchasing
and Materials Management Division, for hydrogeological consulting.
Thirteen hydrogeological consulting firms were invited to submit
proposals. In addition, the RFP was advertised on the City's internet
site. The Request for Proposals indicated that only firms with
experience with purge wells at landfills designed for more than
5,000,000 tonnes of refuse would be considered. Staff believed this
qualification very important as the required experience would be critical
toward the ability of the consultant to adequately understand the issues
at the site. Only two firms, Dixon and Hatch Associates Ltd., submitted
proposals.
The selection committee concluded that the proposal submitted by
Dixon satisfied the overall project requirements at a reasonable cost and
demonstrated an appropriate level of effort to properly address the
necessary elements of the work. Dixon's price was $510,000.00
including the Goods and Services Tax. The selection committee
concluded that the proposal submitted by Hatch did not satisfy the
overall project requirements and Hatch's price envelope was returned
to them unopened. Dixon was chosen as the preferred proponent.
The Manager, Fair Wage and Labour Trades Office, has reported
favourably on the firm recommended.
An extension of Dixon's agreement to December 31, 2002, would ensure
that the City of Toronto is provided the necessary continuity required for
the development of the Keele Valley Landfill Site in a cost-effective
manner.
Conclusions:
A consultant is required for consulting services with respect to
hydrogeological services at the Keele Valley Landfill Site. It is therefore
recommended that Dixon's Agreement with the City be extended until
December 31, 2002, and that authority be granted to increase the
approved level of expenditure with Dixon for these consulting services.
