Proposed Traffic Control Signals -
2440 Dundas Street West, North of Chelsea Avenue

The Works Committee recommends the adoption of the following report
(December 14, 1999) from the Commissioner of Works and Emergency
Services:
Purpose:
To introduce traffic control signals at the access to a new development
at No. 2440 Dundas Street West, north of Chelsea Avenue.
Financial Implications and Impact Statement:
The estimated cost to install traffic control signals at this location is
$90,000.00. The developer, LI Corporation, is required in accordance
with Undertaking No. U399007 to pay all costs associated with the
installation of traffic control signals up to a limit of $75,000.00. Also, the
developer is required to provide for the future ongoing maintenance
costs of the traffic signals in the form of a letter of credit in the amount
of $25,000.00. The remaining costs can be accommodated with
Transportation Services 2000 Capital Budget request.
Recommendations:
It is recommended that:
(1) traffic control signals be installed on Dundas Street West at the
access to the IGA-Price Chopper supermarket at No. 2440 Dundas
Street West, north of Chelsea Avenue in conjunction with the
opening of the supermarket; and
(2) the appropriate City officials be authorized and directed to take the
necessary action to give effect thereto.
Background:
When considering site plan application No. 399007, respecting the
construction of an IGA-Price Chopper supermarket and renovating the
remaining portion of the existing retail/office building at premises No.
2440 Dundas Street West, it was determined that traffic control signals
would be appropriate to control traffic and pedestrians at the access to
this site.
Comments:
Dundas Street West, north of Chelsea Avenue, is a four-lane arterial
roadway with a daily two-way traffic volume of approximately 23,000
vehicles. The speed limit is 50 km/h and transit service is provided.
Parking is prohibited during the morning peak period on the east side
and during the afternoon peak period on the west side. Stopping is
prohibited during the afternoon peak period on the east side and during
the morning peak period on the west side. Parking is allowed for a
maximum period of one hour during the day and for a maximum of three
hours at all other times.
The proposed driveway to the new IGA-Price Choppers will be located
48 metres north of Chelsea Avenue. Adjacent traffic control signals are
located 246 metres south of this location at Bloor Street West, and a
pedestrian crossover is located 220 metres north of this location, just
north of Glenlake Avenue.
The development planned for this location consists of the construction
of a 1800 sq.m. supermarket and partial demolition and renovation of the
existing retail and office building. The installation of traffic control
signals at the driveway will provide a safe access/egress for motorists,
and will assist transit patrons and pedestrians to cross Dundas Street
West. There will be minimal adverse impacts to the operation of traffic
on Dundas Street West. There will be a minor impact on the availability
of on-street parking in the vicinity of the traffic control signals.
Since these traffic control signals will, for the most part, benefit the
proposed development, the developer has agreed to fund their
installation up to a maximum of $75,000.00 and contribute to the future
ongoing maintenance costs with a letter of credit of $25,000.00 which
would be drawn upon by the City for maintenance purposes in four
equivalent annual amounts of $6,250.00.
The Ward Councillors for this area concur with this proposal.
Conclusions:
The installation of traffic control signals at the access to No. 2440
Dundas Street West, north of Chelsea Avenue, in conjunction with the
opening of the supermarket, will provide safe access to the site for
pedestrians, transit patrons, and motorists and should be installed.
