(a) Toronto Integrated Solid Waste Resource Management Process (TIRM) -
Presentations by Respondents to Request for Proposals for Disposal Services.
The Works Committee reports having:
(1) held a special meeting on January 10, 2000, to provide the opportunity for
respondents to the Toronto Integrated Solid Waste Resource Management
Process Request for Proposals for Disposal Services to make presentations to the
Committee regarding their proposals; and
(2) requested the City Solicitor to report to the Committee at its meeting on
January 12, 2000, respecting the submission made by Ref-Fuel Canada Ltd. and
its omission to provide the required agreement to provide a letter of credit.
The following respondents gave presentations to the Committee:

(b) Proposed Street Naming Policy.

The Works Committee reports that the following report was withdrawn at the request
of the Commissioner of Works and Emergency Services:
(December 9, 1999) from the Commissioner of Works and Emergency Services
recommending that:
(1) the Street Naming Policy, outlined in Attachment No. 1, be circulated to the
Community Councils for comment; and
(2) the Community Councils be requested to forward their comments to the Works
Committee by January 30, 2000, for processing through to City Council.
(c) Installation and Maintenance of Traffic Signs on
Arterial Roads and Expressways Within the City of Toronto
for the Period April 1, 2000 to March 31, 2002,
Contract No. T-95-99, Tender Call No. 282-1999.
The Works Committee reports having awarded the contract as recommended in the following
joint report, in accordance with By-law No. 57-1998, the Interim Purchasing By-law, as
amended:
(December 6, 1999) from the Commissioner of Works and Emergency Services and the
Chief Financial Officer and Treasurer recommending that:
(1) Contract No. T-95-99, Tender Call No. 282-1999, for installation and maintenance
of traffic signs on arterial roads and expressways within the City of Toronto for the
period April 1, 2000 to March 31, 2002, be awarded to Mark-All Services Inc., in the
amount of $1,201,914.95, including all taxes and charges, being the lowest Tender
received; and
(2) the appropriate City officials be authorized and directed to take the necessary action
to give effect thereto.
(d) Mississauga Transit Buses on
Burnhamthorpe Road.
The Works Committee reports having received the following report for information:
(October 18, 1999) from the City Solicitor respecting the recommendation of the Urban
Environment and Development Committee that a by-law by enacted prohibiting Mississauga
Transit buses from using Burnhamthorpe Road east of Highway 427, and that the Minister
of Transportation be requested to approve the passing of such a by-law, which was adopted
by Council on April 13, 14 and 15, 1999; advising the Committee that the Minister has
refused to approve the by-law on the grounds that it is not in the best interests of either the
City of Toronto or the City of Mississauga to approve such a by-law at this time, and that the
Minister has suggested that the Greater Toronto Services Board could assist the parties to
arrive at a workable solution to this matter, and forwarding a copy of the Minister's response;
and recommending this report be received for information.
(e) Pedestrian Issues.
The Works Committee reports having received the following communication:
(November 15, 1999) from the City Clerk (Toronto Community Council) advising that the
Toronto Community Council, on November 9, 1999, had before it a communication
(November 23, 1999) from Ms. Joan Doiron and Ms. Rhona Swarbrick, Co-Chairs, Toronto
Pedestrian Committee, respecting pedestrian issues; and forwarding the material received by
the City Clerk, Toronto Community Council, respecting this matter to the Works Committee,
the Strategic Plan Working Group and the Official Plan Reference Group.
(f) Pilot Wet/Dry Collection Project in Conjunction with the
Mixed Waste Recycling and Organics Processing Facility.
The Works Committee reports having deferred consideration of the following
communications and report until its next meeting, scheduled to be held on February 7,
2000:
(i) (December 1, 1999) from the City Clerk advising that the Committee, at its meeting
on December 1, 1999, had before it a report (November 15, 1999) from the
Commissioner of Works and Emergency Services responding to a request from the
Committee to report on a proposal for a pilot wet/dry collection project in
conjunction with the Mixed Waste Recycling and Organics Processing Facility; and
further advising that the Committee:
(1) deferred consideration of the aforementioned report and following motion
until its next meeting, scheduled to be held on January 12, 2000:
Moved by Councillor Layton:
"That the source-separated organics pilot project proceed first"; and
(2) requested the Commissioner of Works and Emergency Services to submit a
report to such meeting on:
(i) a breakdown of the estimated costs for the project; and
(ii) the volume of mixed waste and source-separated organic tonnage that
can be handled by the pilot facility and by the expanded facility.
(ii) (January 5, 2000) from the Commissioner of Works and Emergency Services
respecting the costs of pilot and full facility operation of mixed waste and source
separated organics processed at the Dufferin Mixed Waste Recycling and Organics
Facility, as requested by the Committee on December 1, 1999; and recommending
that mixed waste processing proceed as the first phase of testing at the Dufferin
Mixed Waste Recycling and Organics Processing facility to allow finalization of the
Toronto Integrated Resource Management (TIRM) Diversion process to proceed with
minimal potential delay.
(iii) (January 12, 2000) from Councillor Jack Layton, Don River, respecting the Pilot
Wet/Dry Collection Project in conjunction with the Mixed Waste Recycling and
Organics Processing Facility; and recommending that the source-separated organics
project proceed first.
(iv) (January 11, 2000) from Ms. Karen Buck, Toronto, Ontario, respecting the Pilot
Wet/Dry Collection Project in conjunction with the Mixed Waste Recycling Facility
and Organics Processing Facility.
(g) Garbage Packers.
The Works Committee reports having again deferred consideration of the following
communications and report until its next meeting, scheduled to be held on February 7,
2000:
(i) (April 19, 1999) from the City Clerk advising that City Council on April 13, 14 and
15, 1999, directed that Clause No. 6 contained in Report No. 4 of The Works and
Utilities Committee, headed "Garbage Packers", be struck out and referred back to
the Works and Utilities Committee for further consideration; and that Council also
adopted the following recommendation:
"It is recommended that the Chair of the Works and Utilities Committee,
Councillor Shiner and the Commissioner of Works and Emergency Services
meet to discuss this matter prior to it being again considered by the Works
and Utilities Committee."
(ii) October 28, 1999) from the Commissioner of Works and Emergency Services
recommending that:
(1) Council authorize the appropriate officials to tender the sale of 30 one-person
side load garbage packers currently in the City's fleet; and
(2) Council authorize the appropriate officials to issue a Request for Proposals
for the purpose of purchasing ten 25 cubic yard high density tandem axle rear
load replacement vehicles.
(iii) (September 3, 1999) from Mr. Raymond E. Hacker, Regional International
Corporation, respecting the implementation of one-man refuse collection in the City
of Toronto; forwarding a list of municipalities which have successfully implemented
cost reduction programs with one-man collection vehicles; and requesting the
opportunity to review the confidential staff report and all other supporting
documentation in order to address the Committee.
(iv) (November 3, 1999) from Mr. Brian Cochrane, President, Toronto Civic Employees
Union - CUPE Local 416, in opposition to the use of side packers, and outlining
concerns with respect to safety and workload.
(v) (January 12, 2000) from Mr. Bill Guthrie, Vice President, Toronto Civic Employees
Union, CUPE Local 416, respecting the matter of side packers.
(h) General Cleanliness in the Downtown Core.
The Works Committee reports having recommended to the Policy and Finance
Committee the adoption of the following report:
(i) (January 7, 2000) from the Commissioner of Works and Emergency Services
recommending that:
(1) the framework for the development of a "Clean Toronto" strategy as set out
in this report be endorsed;
(2) the following elements, contained in the Solid Waste Management Services
Division and Transportation Services Division 2000 Operating Budget
requests, be approved in principle:
(a) street litter bin capacity - provision and servicing of 500 additional
bins - $150,000.00;
(b) increased solid waste by-law enforcement - $780,000.00;
(c) operational upgrades in sidewalk/street cleaning:
- $1,000,000.00 for 12 sidewalk litter vacuums and operators
(April 1 to November 30);
- $180,000.00 for 40 summer litter cleaning staff (May 1 to
September 15);
- $20,000.00 for purchase of sidewalk power washing unit; and
(d) Clean Toronto public awareness campaign - $1000,000.00; and
(3) appropriate staff, in consultation with Councillors continue to develop the
details of a pilot project for the downtown core area bounded by Bathurst
Street, Bloor Street, Sherbourne Street and the Lake, including the adjustment
of current work shifts, routing and associated operations.
(ii) (November 29, 1999) from the City Clerk advising that City Council at its meeting
held on November 23, 24 and 25, 1999, had before it Clause No. 16 contained in
Report No. 5 of The Works Committee, headed "Other Items Considered by the
Committee"; and directed that item (a), embodied in the aforementioned Clause be
struck out and referred back to the Works Committee for further consideration at its
next meeting to be held on January 12, 2000.
(iii) (January 11, 2000) from Mr. Gordon Dreger, Urban Design Committee Chair, Bloor-Yorkville Business Improvement Area, submitting comments for consideration along
with initial support for the proposal to improve the essential services related to
cleanliness.
(i) 3Rs Pilot Projects - Findings and Actions.
The Works Committee reports having deferred consideration of the following report
until its next meeting, scheduled to be held on February 7, 2000:
(i) (December 13, 1999) from the Commissioner of Works and Emergency Services
responding to the request of the Committee at its meeting on October 6, 1999, for a
report on the 3Rs pilot projects undertaken by the former Metropolitan Toronto;
providing a brief summary of the findings of the pilot projects and an update on
actions resulting from the following pilots:
(1) - Enhanced Diversion from Apartments;
(2) - Maximum Diversion from a Curbside Route;
(3) - Curbside Collection of Textiles;
(4) - Intensive Household Hazardous Waste Promotion and Collection;
(5) - Backyard Composter Distribution;
(6) - Multi-Residential Composter Distribution;
(7)(8) - Residential and Commercial Organics Waste Collection;
(9) - Residential Diaper Collection;
(10) - Kensington Vermicomposting Pilot;
(11) - Commercial Wet Waste Collection;
(12) - Kraft Bag Leaf and Yard Waste Collection; and
(13) - Waste Watcher Volunteer Program;
and recommending that this report be received for information.
(ii) (January 11, 2000) from Ms. Karen Buck, Toronto, Ontario, advising that the pilot
projects should have been incorporated into the system as feasibility studies for
implementation.
(j) R2000 - 5TH World Congress on Integrated Resources
Management and Trade Show: June 5 to 9, 2000 -
Request for Funding (Downtown - Ward 24).
The Works Committee reports having referred the following communication to the
Grants Sub-Committee of the Policy and Finance Committee for consideration at its
next meeting:
(December 2, 1999) from the City Clerk advising that the Economic Development and Parks
Committee had before it a report (November 9, 1999) from the Commissioner of Economic
Development, Culture and Tourism recommending that:
(1) the request from the organizers of the R2000 World Congress for $200,000.00 be
declined with the provision that other forms of in-kind assistance may be obtained
from the City of Toronto; and
(2) the appropriate City officials be authorized to take the necessary action to give effect
thereto.
and further advising that the Economic Development and Parks Committee concurred with
the recommendations of the Commissioner of Economic Development, Culture and Tourism
embodied in the aforementioned report, and referred the report to the Works Committee for
consideration.
(k) Managed Competition in Public Works Services.
The Works Committee reports having referred the following communication to the
Commissioner of Works and Emergency Services for a report thereon to the
Committee:
(December 3, 1999) from Councillor David Soknacki, Scarborough Highland Creek,
recommending that the Commissioner of Works and Emergency Services be requested to
report back to the Committee prior to March 1, 2000, on whether managed competition in
public works services would improve services and/or reduce costs.

(l) Exemption from Pay Permit Fees for the Installation
of Banner Signs at Various Locations on City Streets.
The Works Committee reports that the following report was withdrawn at the request
of the Commissioner of Works and Emergency Services:
(January 5, 2000) from the Commissioner of Works and Emergency Services respecting a
request to obtain an exemption from paying the permit fees for the installation of banner
signs on 465 utility poles at various locations, for the period of January 15, 2000 to February
9, 2000 for the National Hockey League All-Star Game; and recommending that the Works
Committee decide whether to recommend to Council an exemption for the National Hockey
League from paying the required permit fees for the installation of banner signs over City
streets.
(m) Sewer Use By-law.
The Works Committee reports having referred the following communication to the
Commissioner of Works and Emergency Services for a report thereon to the
Committee at its next meeting, schedule to be held on February 7, 2000:
(January 12, 2000) from Councillor Jack Layton, Don River, recommending that the
Commissioner of Works and Emergency Services report to the next Works Committee
meeting on the status of the sewer use by-law, including a revised timetable which has the
Works Committee consider the proposed sewer use by-law and hear deputations on the
proposed by-law in March 2000.
(n) Awards to Works and Emergency Services Staff.
The Works Committee reports having extended its congratulations to staff of the
Works and Emergency Services Department on the following achievements:
(i) the Water and Wastewater Services Division received an Award of Excellence from
the Toronto and Region Remedial Action Plan in the category of water quality, for
the Etobicoke Stormwater Exfiltration System;
(ii) a team of employees from the Highland Creek Treatment Plant, Coach Dave Spiller,
plant manager Martin Shigeishi and team members Paul Bongelli, Tony Gisitsch,
Bruno Michlits and Alasdair Reid, placed first in two events at the Operations
Challenge competition held as part of the Water Environment Federation's Annual
Conference in New Orleans; and
(iii) the Solid Waste Management Division received an award from Goodwill Toronto as
Donation Drive Partner of the Year for its help in the collection of used clothing and
household items.
