(a) Application for Liquor Licence 1221 Weston Road - Hot Pot Restaurant and Bar Ward 27, York Humber

The York Community Council reports having authorized the City Clerk to sign and forward the Municipal Information Form to the Alcohol and Gaming Commission of Ontario, together with the following report which includes the departmental comments:

(December 2, 1999) from the City Clerk providing departmental comments following circulation of Municipal Information Form from the Alcohol and Gaming Commission of Ontario and the Licence Clearance Form completed by the applicant, and recommending that authorization be provided to forward departmental comments to the Alcohol and Gaming Commissioner of Ontario.

(b) Request for No Stopping Signs Request - Smythe Park Ward 27, York Humber

The York Community Council reports having:

(1) requested the Director, Parks and Recreation, West District, to report on the feasibility of installing "No Stopping" signs, 10:00 p.m. to 6:00 a.m. on all roadways directly adjacent or leading through City parks; and to include previous information regarding the closing of parks at nighttime; and

(2) received the following communication:

(November 23, 1999) from Councillor F. Nunziata requesting York Community Council's support for the following recommendation:

WHEREAS concerns have been raised by local residents regarding rowdiness, drinking and lewd behaviour that is regularly occurring in Smythe Park, all through the late evening and early morning hours;

THEREFORE BE IT RESOLVED THAT the York Community Council requests that staff investigate the feasibility of installing "No Stopping" signs indicating a 10:00 p.m. to 6:00 a.m. restriction to be located on all roadways directly adjacent to the park and travelling through it and if the installation of "No Stopping" signs is found to be feasible, then it is to proceed as expeditiously as possible.

(c) Request for No Loitering Sign On City Property Adjacent to 90 Northland Avenue Ward 27, York Humber.

The York Community Council reports having:

(1) requested the Director, Parks and Recreation, West District, to report on the installation of "No Loitering" signs on City-owned property Northland Avenue; and

(2) received the following communication:

(November 23, 1999) from Councillor F. Nunziata requesting York Community Council's support for the following recommendation:

WHEREAS concerns have been raised by a local constituent regarding undue loitering, vandalism and intimidation by youths on the small City of Toronto owned property adjacent to his place of business at 90 Northland Avenue;

THEREFORE BE IT RESOLVED THAT the York Community Council requests that "No Loitering" signs be installed at the property in a prominent location.

(d) Cedarvale Traffic Calming Plan Glen Cedar Road Traffic Calmimg Measure Ward 28, York Eglinton.

The York Community Council reports having:

(1) requested the Director, Transportation Services, District 1, to conduct a poll of the residents on Glen Cedar Road between Dewbourne Avenue and Eglinton Avenue west, requesting the residents to submit first and second choice of options, including the installation of rumble strips; and

(2) received the following report:

(November 26, 1999) from the Director of Transportation Services, District 1 seeking direction on concerns related to an approved traffic calming measure on Glen Cedar Road between Dewbourne Avenue and Eglinton Avenue West which is an element of the overall Cedarvale Traffic Calming Plan, and advising that there are no financial implications resulting from the adoption of the report; and reporting further on the polls requesting further direction from York Community Council regarding the following options for a potential course of action:

(1) complete the construction of the original design of a combination road narrowing, spanning half the road, and a speed bump;

(2) modify the original design to a combination road narrowing, spanning a quarter of the road, and a speed bump;

(3) alter the design to install a speed bump only; and

(4) repeal the road alteration by-law and do not provide any traffic calming measures; and recommending that York Community Council decide on its preferred option for the traffic calming element on Glen Cedar Road as described in the text of this report and whether further polling of residents should be undertaken.

(e) Directional Advisory Signs On Dufferin Street at Roselawn Avenue and Castlefield Avenue Ward 28, York Eglinton

The York Community Council reports having received the following communication:

(December 29, 1999) from the Director of Transportation Services, District 1 responding to a request from York Community Council to report on improved directional advisory signs for Roselawn Avenue east of Dufferin Street, advising that the information signage to motorists in this area has been reviewed; that as a result of this review additional advisory signs will be installed on Dufferin Street at Castlefield Avenue and Roselawn Avenue to inform motorists to use Castlefield Avenue to access Roselawn Avenue east of Dufferin Street; that these additional signs should address the confusion currently being experienced by motorists in the area; that the funds associated with the manufacture and installation of these directional advisory signs are estimated at $500.00 and are contained in the Transportation Services 2000 Current Estimate; and recommending that this report be received for information.

(f) Traffic Calming - Survey Results - Old Mill Drive Ward 27, York Humber

The York Community Council reports having deferred consideration of the following report to its next regular meeting to allow the local Councillors to meet and discuss this matter with area residents:

(November 25, 1999) from the Director of Transportation Services, District 1 reporting on the introduction of traffic calming on Old Mill Drive between Bloor Street West and Riverside Drive; advising that subject to competing priorities, the funds associated with constructing the proposed traffic calming measures on Old Mill Drive, estimated at $80,000.00, are requested in the Transportation 2000 Capital Estimates; the majority of residents, based on the responses received (89%), support the installation of traffic calming on Old Mill Drive between Bloor Street West and Riverside Drive; and recommending that:

(1) the City Solicitor be authorized to submit by-laws authorizing the alteration of sections of the roadway on Old Mill Drive from Bloor Street West to Riverside Drive for traffic calming purposes, described as follows:

"The construction of three asphalt speed humps, on OLD MILL DRIVE, from Bloor Street West to Riverside Drive and construction of a tabled intersection at Old Mill Drive and Riverside Drive, as shown generally on Drawing No. 1, dated December 1999, attached.";

(2) the City Clerk provide the necessary public notice to introduce the above-noted traffic calming measures; and

(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

(g) Request For All-Way Stop Control At Clouston Avenue and Centre Road Ward 27, York Humber

The York Community Council reports having received the following report:

(November 30, 199 from the Director of Transportation Services, District 1 responding to a request from York Community Council to evaluate the need for an all-way stop control at the intersection of Clouston Avenue and Centre Road; advising that there are no financial implications resulting from the receipt of this report; advising that due to extremely low traffic volumes, no reported collision experience, and no unusual physical characteristics, an all-way stop control is not warranted at the intersection of Clouston Avenue and Centre Road; and mentioning that the installation of a particular control, in a situation where it is not warranted, would not necessarily guarantee safer conditions; such measures tend to erode driver respect and obedience of these controls, leading to a degree of non-compliance; as critical, it creates a false sense of security for pedestrians, especially school children, where safety is a primary concern; and recommending that this report be received for information.

(h) Preliminary Report - Zoning B-law Amendment 54 Kirknewton Road; Owner: Clarence and Carmen Hewitt Applicant: G.S. Designs (Mr. F. Sesito) Ward 28, York Eglinton.

The York Community Council reports having approved the recommendations in the following report:

(December 21, 1999) from the Executive Director and Chief Planner of Urban Development Services reporting preliminary information regarding an application to amend the City of York Zoning By-law 1-83 to permit an existing dwelling house containing up to three (3) residential units in an R2 Residential Zone District; advising that City funding is not required and there are no impacts regarding the capital or operating budgets; the application is currently under circulation; the issues identified to date in regard to this application include compliance with Official Plan criteria (Section 9.14) to assess suitable housing intensification rezoning applications within low density neighbourhoods and compliance with the parking standards of the Zoning By-law; community comments are being sought through the York Community Council; other issues may arise from agency circulation comments and comments that are received from the community meeting; and recommending that:

(1) the application continue to be circulated; and

(2) a public meeting be held in the community in February 2000.

(i) Ontario Municipal Board Decision Concerning Lexington Green Homes Development Applications for Lands at the Rear of 1945 Lawrence Avenue West Located in the former City of York Ward 27, York Humber

The York Community Council reports having received the following reports:

(i) (December 8, 1999) from the City Solicitor reporting to York Community Council for information purposes that the Ontario Municipal Board confirmed the withdrawal of the Official Plan appeal and allowed the appeal of the zoning by-law to the extent necessary to amend certain specific performance standards as outlined in the report and issued its order approving the zoning by-law so amended, and recommending that the report be received for information; and

(ii) (December 6, 1999) from the General Counsel and Acting Secretary of the Ontario Municipal Board advising that the appeal by Lexington Green Homes Inc. was withdrawn on November 16, 1999 at the Ontario Municipal Board hearing.

(j) New Development Applications for York Office of the West District Community Planning Section Ward 27, York Humber and Ward 28, York Eglinton

The York Community Council reports having received the following report:

(December 20, 1999 from the Executive Director and Chief Planner of Urban Development Services reporting on the following new development applications received within Wards 27 and Wards 28 of the West District Community Planning Office in the former City of York:

(1) Site Plan Approval:

(a) West Park Hospital, 82 Buttonwood Avenue

(b) Al Flaherty's Outdoor Store, 2066 Dufferin Street

(c) Lexington Green Homes Inc., 1945 Lawrence Avenue;

(2) Zoning By-law Amendment:

(a) Clarence and Carmen Hewitt, 54 Kirknewton Road;

(3) Part Lot Control Exemption:

(a) Lexington Green Homes Inc., 1945 Lawrence Avenue; and

advising that there are no financial implications associated with this report; and recommending that this report be received for information.

(k) Presentation by the Toronto Arts Council

The York Community Council reports having held informal discussions with members of the Toronto Arts Council; and congratulated the members on their initiatives, accomplishments and contributions in assisting individual artists, professionals and community based groups.

The York Community Council had before it a communication (December 8, 1999) from Ms. June Clark, Community Liaison Officer, Toronto Arts Council, requesting a presentation to the Community Council, to be followed by a luncheon meeting.

Members of the Toronto Arts Council made a slide presentation providing information on its operation as an arm's length funding agency, its primary function with respect to giving grants, its membership, committees, volunteers and accountability.
