OF THE NOMINATING COMMITTEE

Appointments to the Toronto Licensing Commission/Tribunal

(City Council on October 28, 29 and 30, 1998, adopted this Clause, without amendment.)

The Nominating Committee recommends, in accordance with the recommendations embodied in Clause No. 4 of Report No. 9 of The Emergency and Protective Services Committee, headed "Organization of the Toronto Licensing Commission", which was adopted, without amendment, by City Council on October 1 and 2, 1998, that:

(1)the following citizens be appointed to the Toronto Licensing Commission, pending enactment of the by-law establishing the Toronto Licensing Tribunal:

Morris Greenbaum(TLT-16)

George Manios(TLT-31)

Howard Ungerman(TLT-46); and

(2)upon the enactment of the by-law establishing the Toronto Licensing Tribunal, the foregoing citizens be appointed to the said Toronto Licensing Tribunal, for a term of office expiring November 30, 2000, and/or until their successors are appointed.

The Nominating Committee submits the following communication (October 13, 1998) from the City Clerk:

City Council, at its meeting held on October 1 and 2, 1998, had before it Clause No.1 of ReportNo.6 of The Nominating Committee, headed "Appointments to Agencies, Boards and Commissions".

Council directed that the aforementioned Clause be amended by striking out and referring Recommendation No. (3) of the Nominating Committee, pertaining to appointments to the Toronto Licensing Tribunal, back to the Nominating Committee for further consideration, viz.:

"(3)Toronto Licensing Tribunal:

The Nominating Committee recommends that, upon the enactment of any necessary bills in Council, the following citizens be appointed to the new Toronto Licensing Tribunal:

Morris Greenbaum(TLT-16)

George Manios(TLT-31)

Howard Ungerman(TLT-46)

for a term of office expiring November 30, 2000, and/or until their successors are appointed".

The Nominating Committee also submits the following communication (October 9, 1998) from the City Clerk:

I am enclosing for your information and any attention deemed necessary, Clause No.4 contained in Report No.9 of The Emergency and Protective Services Committee, headed "Organization of the Toronto Licensing Commission", which was adopted, without amendment, by the Council of the City of Toronto at its meeting held on October1 and2, 1998, and which contains the following recommendation:

"The Emergency and Protective Services Committee recommends the adoption of the report (August 28, 1998) from the Commissioner of Urban Planning and Development Services", wherein it is recommended that:

"(1)the three additional citizen appointments to the proposed Toronto Licensing Tribunal approved by City Council at its meeting of May 13 and14, 1998, by its adoption of Recommendation No. (1) embodied in Clause No. 2 of Report No. 6 of The Special Committee to Review the Final Report of the Toronto Transition Team, headed "Organization of the Licensing Commission" (the "Special Committee's Report"), be appointments to the Toronto Licensing Commission pending enactment of the by-law establishing the Toronto Licensing Tribunal; and

(2)upon enactment of the by-law establishing the Toronto Licensing Tribunal, the Tribunal be composed of the four existing citizen members of the Toronto Licensing Commission and the three additional citizen members appointed to the Toronto Licensing Commission."

The Nominating Committee also had before it the following communications in support of certain applications for appointment to the Toronto Licensing Tribunal:

(a)(October 26, 1998) from Councillor Brad Duguid, Scarborough City Centre, advising that he is in support of the application from Mr. Eden Gajraj [TLT-12];

(b)(July 20, 1998) from Councillor Anne Johnston, North Toronto, advising that she is in support of the application from Ms. Sara Clodman [TLT-5];

(c)(July 9, 1998) from Councillor Joan King, Seneca Heights, advising that she is in support of the application from Mr. George K. Soulis [TLT-43];

(d)(July 27, 1998) from Councillor Joan King, Seneca Heights, advising that she is in support of the application from Mr. Gerald Potasky [TLT-37];

(e)(July 17, 1998) from Councillor Jack Layton, Don River, advising that he is in support of the application from Ms. Sara Clodman [TLT-5];

(f)(July 27, 1998) from Councillor David Shiner, Seneca Heights, advising that he is in support of the application from Mr. Gerald Potasky [TLT-37]; and

(g)(July 29, 1998) from Councillor David Shiner, Seneca Heights, advising that he is in support of the application from Mr. George K. Soulis [TLT-43].

-Councillor Blake F. Kinahan, Lakeshore Queensway; and

-Councillor Joan King, Seneca Heights.
