How to Follow the July 28 Meeting of Executive Committee
The Executive Committee meets on July 28 to consider the core service review findings from KPMG consultants.
We're expecting a full house and a long list of public presenters so here is some information about the meeting if you are attending or following online.
Where can I see the agenda and reports for this meeting?

Where is the meeting taking place?
The meeting will be in Committee Room 1 of Toronto City Hall.
What will be considered at the meeting?
The committee will be considering the advice of the City Manager and KPMG consultants relating to the core service review of the following programs only:

- Corporate Finance
- Financial Planning
- Special Projects
- City Clerk’s Office
- Legal Services
Special Office / Initiatives
- Affordable Housing
- Office of Emergency Management

What will NOT be considered at this meeting?
The purpose of this meeting does not include other programs that have been discussed by the standing committees between July 18 and July 27.
The Executive Committee will be meeting again on September 19 to consider all of the recommendations of the standing committees and a report from the City Manager.
What if the room is full?
We will be providing overflow seating in Committee Room 2. The proceedings will be broadcast live in real time. If Committee Room 2 fills up we will provide additional overflow space and provide directions to it.
UPDATE July 28, 10:30AM - Overflow seating is available in Committee Rooms 2 and 4, and the rotunda of City Hall.
If you are registered as a deputant and find yourself in an overflow room, don't worry - the Chair will call names in advance and we will help you get to the podium in Committee Room 1.
What are the meeting times?
- The meeting starts at 9:30AM.
- The committee is scheduled to break for lunch between 12:30PM and 1:30PM, unless it decides otherwise.
- The committee is scheduled to break again at 6:00PM, unless it decides otherwise.
- The meeting is scheduled to recess or adjourn by 10PM, unless it decides otherwise.
What if the meeting is not finished by 10PM?
If the meeting is not complete by 10PM, the committee will vote to do one of two things:
- Continue meeting to complete some or all of the agenda
- Recess until another date and time, such as Friday at 9:30AM.
How will I know if the committee has voted to vary the regular order?
We will list changes to the order of proceedings on the online meeting agenda
Is the meeting being broadcast or streamed?
Yes, the meeting is being carried live on Rogers Cable TV channels 10 and 63. It is also being webstreamed at RogersTV.com.
When will my turn to present come up?
If you are registered as a presenter, please follow the progress of the speakers list that will be available in the main committee room and the overflow room.
Unfortunately, we are not able to provide a reliable estimate of the time that presenters will be called, other than that they will be called in order.
Factors affecting the timing include:
- Amount of time devoted to meeting start-up and introductory presentations
- Presenters who have registered, but do not show up in person at the meeting
- Length of time of questioning of previous presenters by Members of Council
- Any decisions of the committee to take, work through, or shorten scheduled breaks
What is the order of business?
- Presentations by officials and/or the consultants
- Questions of officials and/or the consultants
- Public presentations (deputations), after which, each presenter may be questioned by Members of Council
- Questions of officials arising from the public presentations
- Speaking to the Item, during which time committee members may move motions
- Voting on motions
This order is subject to any special rules of order that the commitee may adopt.
What are the rules about presenting, speaking and questioning times?
- Public presenters: 5 minutes
- Questions of public presenters by Members of council: 5 minutes per Member, including question and response
- Questions of officials: 5 minutes per member
- Speaking to the item during debate: 5 minutes per member
The committee may, by a majority vote, amend these speaking times.

The committee has voted to amend the speaking times as follows:
- Questions of the City Manager and the consultants on their introductory presentations by Members of council: 3 minutes per Member, including question and response
- Public presenters: 3 minutes
- Questions of public presenters by Members of council: 2 minutes per Member, including question and response
- Questions of officials: 2 minutes per member
- Speaking to the item during debate: 3 minutes per member
