The Fireworks Bylaw regulates the use and sale of fireworks in Toronto. Contact 311 to report the use of fireworks in a City park or beach, illegal sale and possible misuse of fireworks. Please note that bylaw enforcement officers are not emergency responders, do not respond to complaints on an emergency basis and do not have the authority to immediately stop events.
Toronto Fire Services (TFS) is responsible for the issuance of Special Occasion for Fireworks Discharge Permit for the discharge of family fireworks. In order to obtain the permit, the applicant must submit a site plan, to Toronto Fire Services Special Events, Projects and Planning unit, specifically identifying the location of fireworks and spectator area(s). These permits are only issued for privately owned property with the consent of the owner.
Toronto Fire Services will investigate complaints regarding the discharge of fireworks at a privately owned property without a permit.
You can set off consumer fireworks (low-hazard fireworks generally used for recreation that are classified under Type F.1 of the Explosive Regulations, and include but are not limited to; roman candles, sparklers, fountains, volcanoes, mines, and snakes) on your private property on Victoria Day and Canada Day until 11:00 p.m. A permit is required on all other days. Under the Fireworks Bylaw, you may be fined $1,000 for setting off consumer fireworks without a permit on days other than Victoria Day or Canada Day.
If firework displays are happening on any day of the year on any type of property and are dangerous or there is a serious situation, please call 9-1-1.
