If there is a problem with garbage or debris that is attracting the rats, you can file a complaint and Municipal Licensing & Standards will investigate.
Under Toronto Municipal Code Chapter 629 - Property Standards, all properties must at all times be kept free of rodents, vermin, insects and other pests and from conditions which may encourage infestation by pests.

You will be required to provide the address for the property you would like to make a complaint about, your name, address and phone number.
Both the interior and exterior of the property must be kept free of rodent, vermin, insects and other pests.
We request that you first speak to your landlord or property manager. You should make your request for the extermination in writing to the landlord and keep a copy of your request.
Note: If the issue is not addressed within a reasonable amount of time, a service request for investigation by Municipal Licensing & Standards can be submitted online at http://www.toronto.ca/311, or call 311.
ML&S may require a copy of the request  you submitted to your landlord when you file your complaint.
If you are a homeowner, you are responsible for controlling pests on your property.
