The keeping of pigeons on your property is permitted in the City of Toronto, however, you must comply with the City of Toronto Municipal Code Chapter 349 (see below).

Effective, December 1, 2022, there will be a limit to the number of domestic pigeons owned per property to 30, with allowances for an increase to a maximum of 50 during the breeding season from April 1 to October 31

Pigeons are to be kept on the owner's property No person keeping pigeons shall permit the pigeons to perch, roost or rest upon lands, premises, or buildings of any person or upon any public place in the City, except on the property of the person keeping the pigeons.
