The Property Tax, Water and Solid Waste Relief application (both paper-based and apply online) will be available in the spring of 2025. Program eligibility requirements are determined by City Council during the budget process in February.


If you are a low-income senior or a low-income person with a disability, you may qualify for the City of Toronto's Property Tax, Water & Solid Waste Relief Programs:

  • Property Tax Increase Cancellation Program
  • Property Tax Increase Deferral Program
  • Water Rebate Program
  • Solid Waste Rebate Program

Applying for the Programs

The City of Toronto offers the option to apply online for the Property Tax, Water and Solid Waste Relief Programs using a secure online application portal.

To apply online, the applicant will require:

  • Their prior year's Notice of Assessment (NOA) from the Canada Revenue Agency (CRA)
  • Will need access to a printer, email address and phone number, and a scanner (recommended)
  • The consent to use the personal information of all applicable persons relating to the application.

Applicants complete this new process online, including:

  • Check programs eligibility
  • No gathering and submitting of supporting documentation
  • Household income Verified through Canada Revenue Agency
  • The applicant will receive notification of their rebate application within 14 to 28 business days.

If you are a new or returning eligible applicant, you must still:

  • Apply each year for your desired relief program
  • Submit only one application per household/principal residence, per year

Documents Required

In 2016, the Canada Revenue Agency (CRA) began redacting the Social Insurance Number (SIN) on the Notice of Income Assessment (NOA). An unaltered copy of the applicant's NOA is required to qualify for the City's Property Tax, Water & Solid Waste Relief Programs, and therefore the Revenue Services Division no longer requires the complete SIN. This is in accordance with the City's collection of private information policy.

Posting of Relief/Rebate Adjustments

Successful applicants will receive a relief/rebate adjustment posted to the property tax and/or utility account. The date of posting this adjustment may vary depending on the relief program.
