City of Toronto, Solid Waste Management Services (SWMS): Drop & Load (tolling) service for Commercial accounts, visit the City of Toronto website for further details.

Commercial Disposal Service

Commercial businesses who use the City’s Drop-Off Depots to dispose of waste have the option to register for Disposal Service versus paying each time they visit.

Commercial Drop & Load accounts for Transfer Station disposal

  • Commercial Drop & Load customers will be required to obtain/submit an application to SWMS
  • Applications are currently available through SWMS Weigh Scale Administration
  • Once the application is completed and the required Letter of Credit/Bond (amount to be determined by SWMS based on estimated/average tonnes over a ten week period) is received, accounts will be created.
  • Letter of Credit/Bond is subject to change if disposal activities change after the initial account is set up.
  • All account charges will be based on the current disposal fees as approved by Toronto City Council.
  • Loads delivered to Transfer Stations under the Drop & Load Service will have HST applied.
  • Drop & Load customers will have one (1) inbound disposal account set up, but can have as many outbound destination (landfills) accounts as required
  • All landfills receiving material from Drop & Load customers must be approved by SWMS. Only certified landfills will be considered for approval.
  • Drop & Load customers will be required to provide SWMS with the landfill Ministry of the Environment, Conservation and Parks, Environmental Compliance Approval (ECA) or Department of Environmental Quality (DEQ), the American equivalent, before an account will be created.
  • Once obligatory tonnes are disposed at a transfer station, equivalent to a tractor-trailer load, the account holder will be required to remove those tonnes. The account holder will be contacted by the City and will have two (2) business days to remove the material. If the account holder fails to remove this material within the allotted time, the City may then apply transfer station disposal charges for the remaining tonnes.
