Description of Service / Summary:
The Drop & Load (tolling) service is offered by the City of Toronto to commercial customers who dispose of waste at City Transfer Stations. This service allows eligible businesses to register for a dedicated disposal account rather than paying per visit, providing an efficient and streamlined option for managing large waste loads.
Commercial Disposal Service:
Commercial businesses that use City Drop Off Depots can opt into the Disposal Service program instead of paying for each disposal transaction. This offers a more predictable and administratively efficient way to manage ongoing disposal needs.
Drop & Load Account Requirements:
Application and Account Setup
- Commercial customers must complete an application, available through Weigh Scale Administration.
- A Letter of Credit or Bond must be submitted, with the amount based on estimated or average tonnes over a ten week period.
- The Letter of Credit/Bond may be adjusted if disposal patterns change.
- Accounts are created once the application and required financial documents are received.
- All charges are based on current disposal fees approved by Toronto City Council.
- HST applies to all loads delivered under the Drop & Load Service.
Account Structure
- Customers receive one (1) inbound disposal account, with the option to set up multiple outbound landfill accounts.
- All receiving landfills must be City approved and certified.
- Customers must provide the City with the landfill’s Environmental Compliance Approval (ECA) or Department of Environmental Quality (DEQ), the American equlvalent before the account is created.
Tonnes Removal Requirement
- Once a customer delivers enough material equal to a tractor trailer load, the City will notify the account holder to remove those tonnes.
- Customers have two business days to complete removal.
- If they fail to do so, transfer station disposal charges may apply to the remaining tonnes.
Accepted and Prohibited Materials:
Garbage Only – No Recycling
- The Drop & Load service does not accept recycling materials.
- Only dedicated garbage loads are permitted.
- Mixed garbage–recycling loads will not be accepted.
- Prohibited materials must not be included.
- A list of accepted materials is available through the City’s online resource.
Service Features and Convenience Options:
- Customers may bring waste to any of the City’s seven Transfer Stations. Note: Tonnes delivered to a station must be removed from the same station.
- Customers may use their own haulers and certified landfill sites.
- The service includes access to certified scales, experienced staff, and available equipment.
- No appointment is required for garbage disposal during regular operating hours (including Saturdays at some locations).
- Haulers may schedule loading times to reduce wait times and increase operational efficiency.
