To be eligible to apply for an election official position, you must meet the qualifications and eligibility criteria outlined in the job descriptions.
You are not eligible to work the October 26 election if you are:
- a candidate or registered third party advertiser,
- an immediate family member of a candidate, or
- actively working to support or oppose a candidate in the Toronto municipal election.
Access Officer
Reporting to the Managing Deputy Returning Officer (MDRO) or Deputy Returning Officer (DRO), the Access Officer is the first point of contact for many voters. Your role is to ensure that every voter is welcomed with respect and dignity. Whether you’re opening doors, guiding voters to an accessible entrance or assisting with elevators, you help make the voting place inclusive and barrier-free. Your friendly attentiveness and care ensure that everyone can participate fully in the democratic process.
To be eligible you must be:
- Legally entitled to work in Canada.
- 16 years of age on or before voting day.
Pay
Major Responsibilities:
- Assists with opening and closing the voting place.
- Posts and removes signage inside and outside of the voting place as directed by MDRO.
- Opening doors where there is no “push button”.
- Operating an elevator.
- Directing voters to the accessible entrance and voting room.
- Assisting voters with disabilities, if they request help, and ensuring eligible voters are able to exercise their right to vote.
- Performs other duties as assigned by the MDRO.

Customer Service Officer
Reporting to the Managing Deputy Returning Officer (MDRO) or Deputy Returning Officer (DRO), the Customer Service Officer is responsible for helping voters feel welcomed and informed from the moment they arrive. You ensure they are ready to vote and have their identification in hand; you guide them through the voting place and direct them to the correct team member. Your calm, friendly, and courteous presence helps maintain an orderly flow and ensures that every voter receives respectful and accessible service.
To be eligible you must be:
- Legally entitled to work in Canada.
- 16 years of age on or before voting day.
Pay
Major Responsibilities:
- Assists with opening and closing the voting place.
- Posts and removes signage inside and outside of the voting place as directed by MDRO.
- Ensures that voters have a Voter Information Card and appropriate identification and directs them to the appropriate Election Official.
- Ensures all eligible voters can exercise their right to vote.

Tabulator Deputy Returning Officer (Tabulator Officer)
Reporting to the Managing Deputy Returning Officer (MDRO), the Tabulator Officer helps ensure that every vote is counted accurately. You accept ballots from voters while maintaining the secrecy of their vote, operate the vote tabulator, and troubleshoot any issues that arise. Your discretion and focus help maintain the integrity of the election and provide voters with confidence in the process.
To be eligible you must be:
- Legally entitled to work in Canada.
- 16 years of age on or before voting day.
Pay
Major Responsibilities:
- Assists with opening and closing the voting place.
- Sets up and takes down the tabulator and ballot box (tabulator and case weigh approximately 55+ pounds).
- Ensures that the tabulator is operating properly throughout the day.
- Accepts ballots from voters and ensures that all ballots are correctly fed through the tabulator.
- Troubleshoots any issues with the tabulator.
- Assists voters as required.
- Ensures that results are successfully transmitted to Elections headquarters on election night.
- Performs other duties as assigned by MDRO.
- Performs duties and follows procedures in accordance with instruction and resource material provided.
Key Qualifications:
- Successful completion of all assigned mandatory training.
- Must communicate in easy-to-understand English while assisting voters.

Voter Assist Terminal Officer (VAT Officer)
Reporting to the MDRO, the Voter Assist Terminal Officer is responsible for supporting voters with disabilities by helping them use the Voter Assist Terminal (VAT). You will set up and operate the device, provide assistance when requested and ensure that every eligible voter can mark their ballot privately and independently. Your role helps make the election accessible and inclusive for all.
Note: Minimum commitment of four days of advance voting in addition to election day is required.
To be eligible you must be:
- Legally entitled to work in Canada.
- 16 years of age on or before voting day.
Pay
Major Responsibilities:
- Sets up the VAT to ensure it is ready for the opening of the voting place at 10a.m.
- Assists with opening and closing the voting place.
- Ensures eligible voters who wish to use the VAT are able to exercise their right to vote.
- Troubleshoots any issues with the VAT.
- Accurately completes “VAT Tracking Sheet” form.
- Performs Customer Service Officer duties upon request and assists with other duties as directed by the MDRO.

Ballot Deputy Returning Officer (Ballot Officer)
Reporting to the Managing Deputy Returning Officer (MDRO) or Deputy Returning Officer (DRO), the Ballot Officer is responsible for one of the most important parts of the voting process: issuing ballots to eligible voters in accordance with the Municipal Elections Act, 1996. You help ensure that each eligible voter receives the correct ballots, understands how to complete their ballot, and that the process is secure, fair, and efficient. Your calm, courteous approach helps voters feel at ease and confident as they prepare to mark their ballot.
To be eligible you must:
- Be legally entitled to work in Canada.
- Be 18 years of age on or before voting day.

- Verifies identification provided by voters.
- Locates voters and marks them as voted on the paper voters’ list.
- Administers oaths and declarations as required.
- Issues ballots to eligible voters.

Revising Deputy Returning Officer (Revising Officer)
Reporting to the Managing Deputy Returning Officer (MDRO) or Deputy Returning Officer (DRO), the Revising Officer is responsible for helping to maintain the accuracy of the voters’ list by following the established process in accordance with the Municipal Elections Act, 1996. Whether adding a new voter, correcting details or removing outdated records, your work ensures that everyone who is eligible can vote. Your attention to detail and friendly support make a real difference in helping voters participate confidently.
To be eligible you must:
- Be legally entitled to work in Canada.
- Be 18 years of age on or before voting day.

Standby Officer – Election Day
Reporting to a Ward Centre, the Standby Officer will receive training for all voting place positions and be ready to step in wherever needed. You will arrive prepared to take on any role and support the voting place team within the Ward Centre boundaries and if required, may be deployed to adjoining wards. Your flexibility and readiness help ensure that every voting place is staffed and running smoothly, no matter what the day brings. Minimum pay if not deployed is indicated above; if deployed to fill a position that pays higher, pay will be adjusted accordingly. Failure to report to the Ward Centre by 8 a.m. on assigned workday or refusal to accept deployed position will result in the cancellation of the position.
To be eligible you must:
- Be legally entitled to work in Canada.
- Be 18 years of age on or before voting day.
- Must have a valid driver’s license and use of a vehicle and cell phone on election day.
Pay
- $300 (Pay will be adjusted if deployed to higher paying position)
Major Responsibilities:
- Prepares to fill any voting place position.
- Reports to the designated Ward Centre at 8 am on election day.
- If deployed, travels from Ward Centre to voting place.
- Assists with opening and closing the voting place if deployed.

Deputy Returning Officer (DRO)
Reporting to the designated Supervisor, the DRO is responsible for managing a small voting place and ensuring it runs smoothly in accordance with the Municipal Elections Act, 1996. You will assist eligible voters by making accurate updates to the voters’ list, operating the vote tabulator, following all policies and procedures and troubleshooting any issues that arise. Your leadership and attention to detail help uphold the integrity and fairness of the election process.
To be eligible you must:
- Be legally entitled to work in Canada.
- Be 18 years of age on or before voting day.
- Use of a cell phone on election day.
Pay
Major Responsibilities:
- Connects with all voting place staff prior to voting day to ensure they will arrive on time.
- Arrives at the voting place at 8 a.m., manages set-up and ensures it opens promptly at 10 a.m.
- Supervises up to 4 staff in a small voting place.
- Ensures the safety of all voting place staff, voters and candidates’ representatives.
- Provides Supervisor with updates and advises when assistance is required (support, staffing, supplies, furniture, etc.).
- Requests replacement of absent voting place staff and provides temporary coverage for breaks.
- Supports the Supervisor to accurately complete the attendance and evaluation documents.
- Confirms the accessibility of the voting place.
- Assists voters as required.

You ensure that policies and procedures are followed in accordance with the Municipal Elections Act, 1996. You assist staff, voters and scrutineers, troubleshoot any issues that arise, and maintain a secure and accessible environment. Your guidance and professionalism help create a voting experience that is fair, respectful and efficient for everyone involved.
To be eligible you must:
- Be legally entitled to work in Canada.
- Be 18 years of age on or before voting day.
- Use of a cell phone on election day.

Major Responsibilities:
