The City is improving Kirkwood Park and Mossgrove Park, located next to each other, separated by Farmstead Road, near Leslie Street and York Mills Road. The park designs will be determined through community engagement.

Level of Engagement

This project has been classified as an Involve project based on the International Association of Public Participation Spectrum. This means we work directly with the public, stakeholders, and rightsholders throughout the design process to ensure that ideas and aspirations are understood and considered in the design for the parks.

In this phase, the City worked with community members to identify priorities for the park improvements. This input will inform the development of design options, which will be presented in Community Engagement Phase 2.

October 2025

Online Survey

From July 4 to October 1, an online survey collected feedback from 220 respondents on priorities for the park improvements. The survey was available in English and Simplified Chinese.

Key Feedback on Kirkwood Park

The features respondents use most often at Kirkwood Park were:

  • The lawn/ green space (54 per cent)
  • The outdoor tennis courts and/ or pickleball courts (53 per cent)
  • The playground (36 per cent)
  • The benches (34 per cent)

The three activities respondents would most like to do in the improved Kirkwood Park were:

  • Play sports (39 per cent)
  • Sit and relax (36 per cent)
  • Connect with nature and enjoy greenery (36 per cent)
  • Play and spend time with children (35 per cent)

89 respondents provided additional suggestions on how to make the park improvements more welcoming and accessible to community members. Top themes included:

  • Requests for additional facilities (32 comments):

    • an off-leash dog area (five comments)
    • washrooms (four comments)

  • Requests for additional amenities (13 comments):
    • more seating (four comments)
    • more garbage bins (three comments)

  • Suggestions for improvements to the existing playgrounds (eight comments), such as updated play equipment (three comments) and shade structures (two comments)
  • Comments related to nature and landscaping (eight comments), including requests for more trees and plantings (five comments)
  • Concerns related to park safety (eight comments)
  • Comments expressing that no improvements were needed (six comments)

September 2025

School Pop-Up Events

On September 25, the project team hosted pop-up events at York Mills Collegiate Institute from 11:30 a.m. to 12:30 p.m. and at Windfields Middle School from 2:45 to 3:45 p.m. Approximately 250 York Mills Collegiate and 70 Windfields Middle School students participated by using dot stickers and sticky notes to share their preferences and comments.

In-Person Pop-Up Events

On September 18, the project team hosted pop-up events at Kirkwood Park from 3 to 4:30 p.m. and Mossgrove Park from 4:30 to 6 p.m. to collect feedback on the park improvements. Approximately 54 community members participated by using dot stickers and sticky notes to share their preferences and comments.

36 participants provided comments regarding the parks and improvements. Top themes included requests for:

  • Specific playground equipment, such as a trampoline (four comments), monkey bars (two comments) and a zipline (two comments)
  • Fitness equipment (four comments), especially at Kirkwood Park
  • Shade near the Mossgrove Park playground (four comments)
  • Washrooms (four comments)

In this phase, the City will use the outcomes of Community Engagement Phase 1 to develop design options for the improvements at the parks. These options will be presented to the community and the Stakeholder Advisory Group for feedback, which will help inform the final designs for the parks.

The community engagement activities anticipated in this phase include:

  • an online survey
  • a Stakeholder Advisory Group meeting

In this phase, the final designs for the parks will be shared with the community and the Stakeholder Advisory Group on this page and with the project mailing list. The project will then move into the detail design phase, where the design team will work through the technical details and plans for the construction contractor.
