The draft Zoning By-law Amendment for the Apartment Infill Study to enable townhouse permissions in the RAC zone, conversion of underutilized space in existing apartment buildings and cladding encroachments is now available for viewing. This Zoning By-law Amendment will be considered by Planning and Housing Committee on June 12, 2025.

 

The Apartment Infill Study is one of 54 initiatives to increase housing supply under the City’s Housing Action Plan (HAP), and a priority initiative under the City’s Housing Accelerator Fund (HAF) application to the federal government.  The Housing Action Plan (HAP) is a cornerstone of the City’s efforts to address current housing challenges. Adopted by City Council in December 2022, the HAP outlines a strong “made-in-Toronto” multi-pronged approach to increase housing supply, housing choice and affordability for current and future residents. The Plan will also help to enable market, non-market and mixed housing production to achieve or exceed the provincial housing target of 285,000 new homes over the next 10 years.

The purpose of the Apartment Infill Study is to unlock additional housing on existing apartment tower sites by simplifying the approval process for apartment infill applications. In this study, “apartment infill” means the construction of one or more new buildings, or building additions, on a lot with an existing apartment building, where the existing building is partially or fully retained in the development proposal.

The study recommends new planning tools, best practices and/or changes to the regulatory framework to accelerate the supply of housing in the city’s apartment neighbourhoods. This may include new “as-of-right” zoning standards in City-wide Zoning By-law 569-2013 and/or new urban design guidelines.

Recommendations will be presented to Planning and Housing Committee (PHC) in June 2025, and are generally as follows:

  1. To allow townhouses as a permitted building type in the Residential Apartment Commercial (RAC) zone;
  2. To enable the conversion of certain underutilized common spaces in existing apartment buildings into dwelling units; and
  3. To allow cladding to encroach into required building setbacks and separation distances (i.e. as a result of recladding or overcladding initiatives for tower renewal retrofits).

The renewal of apartment tower neighbourhoods, and continuing to explore opportunities for infill on apartment neighbourhood sites, remains an ongoing priority of City Planning. Future work is planned to develop planning tools that will facilitate additional apartment infill opportunities city-wide and/or on site-specific or geographic-specific basis.
