The Apartment Infill Study is one of 54 initiatives to increase housing supply under the City’s Housing Action Plan (HAP), and a priority initiative under the City’s Housing Accelerator Fund (HAF) application to the federal government. The Housing Action Plan (HAP) is a cornerstone of the City’s efforts to address current housing challenges. Adopted by City Council in December 2022, the HAP outlines a strong “made-in-Toronto” multi-pronged approach to increase housing supply, housing choice and affordability for current and future residents. The Plan will also help to enable market, non-market and mixed housing production to achieve or exceed the provincial housing target of 285,000 new homes over the next 10 years.

The purpose of the Apartment Infill Study is to unlock additional housing on existing apartment tower sites by simplifying the approval process for apartment infill applications. In this study, “apartment infill” means the construction of one or more new buildings, or building additions, on a lot with an existing apartment building, where the existing building is partially or fully retained in the development proposal.
The study will ultimately recommend new planning tools, best practices and/or changes to the regulatory framework to accelerate the supply of housing in the city’s apartment neighbourhoods. This may include new “as-of-right” zoning standards in City-wide Zoning By-law 569-2013 and/or new urban design guidelines.
The Apartment Infill Study is being pursued in phases. The first (and current) phase will propose a series of smaller-scale amendments to City-wide Zoning By-law 569-2013 to enable increased housing opportunities on existing apartment sites. These recommendations will be presented to Planning and Housing Committee (PHC) in June 2025, and are generally as follows:

Future phases of the study will recommend broader changes to simplify the development approval process for apartment infill applications, as further research and consultation progresses.

Staff will present the study, including an overview of the three recommendations to be proposed to Planning and Housing Committee in June 2025. There will be a facilitated question-and-answer period at the end of the presentation. Feedback received from this consultation will be considered in staff recommendations.
