Thank you for joining the November 2, 2023 hybrid Community Consultation Meeting on the proposed redevelopment of the Malvern Town Centre. A recording of the meeting is now available.

On June 28, 2022, Davpart Inc. submitted an Official Plan and Zoning By-law Amendment application to redevelop and transform the Malvern Town Centre into a mixed-use community in a phased, multi-year approach.  The applications propose the following:

  • The Official Plan Amendment seeks to establish a Master Plan for the entirety of the Malvern Town Centre lands. The Master Plan will inform the development of detailed local development policies to guide the proposed transformation of the mall into a mixed use community.
  • The Zoning By-law Amendment seeks to permit the construction of the first phase of redevelopment at Tapscott Road and Neilson Road. The proposal consists of two towers, 39 and 32 storeys in height above a base building containing 940 m² of commercial retail uses at grade.  The Zoning By-law Amendment seeks permission for the construction of 877 residential units.

Through the review of the proposed Master Plan and phasing, staff will work with stakeholders and the applicant to develop a Site and Area Specific Policy that will create a planning framework for a new, complete neighbourhood that will include:

  • A network of public streets, blocks, pedestrian connections, parks and open spaces that contributes to a robust public realm;
  • Appropriate right-of-way widths for new public streets and proper connections with the surrounding mobility network;
  • Integration of land use and multi-modal transportation, including protecting for the terminus infrastructure for the Eglinton East LRT;
  • The appropriate location for new parkland and open space with a strategy to protect, enhance and restore natural heritage;
  • How development will be supported by the necessary transportation and servicing infrastructure and strategies for how that infrastructure will be implemented;
  • An appropriate range and mix of land uses, including employment uses, development parcels and built form typologies;
  • A strategy to provide community facilities and services on site;
  • A review/survey of existing natural heritage assets and those needing further assessment;
  • A strategy to provide family housing and provide affordable housing consistent with Official Plan policy for large sites; and
  • Potential phasing or future integration of development potential with the portions of the site where the mall is proposed to be retained.

The applicant proposes to redevelop the lands through 10 phases, with the mall eventually being demolished in phases through the course of the development. The ultimate planning framework for the site will be developed through an appropriate level of background analysis and community engagement necessary to ensure a comprehensive approach to the development of a complete and well-connected community.

The proposed Official Plan and Zoning By-law Amendment are currently under review by City of Toronto Staff. The following text below details the project timelines and planning milestones:

  • On July 16, 2021, a pre-application consultation meeting was held with City staff and the applicant.
  • On June 28, 2022, the applicant submitted an Official Plan and Zoning By-law Amendment to the City Planning Division. This application is currently under review by City of Toronto staff and can be viewed online.
  • On April 13, 2023, the proposal was considered at the City of Toronto’s Design Review Panel. Watch the session online.

Local Advisory Group:

  • City Planning is establishing a Local Advisory Group (LAG) that is made up of local residents from the area. The LAG will meet periodically with City staff to advise the City about resident’s concerns and perspectives on the proposed redevelopment. The LAG is voluntary and anyone can apply.
