The City of Toronto is proposing to install a new bikeway and road safety upgrades on Rathburn Road, from Melbert Road to The East Mall. In 2026, road work is planned on Rathburn Road which provides an opportunity to make improvements to safety and connectivity for all road users.

The project would improve connections for pedestrians and people cycling and enhance safety at two intersections:

  • Melbert Road and Rathburn Road
  • Renforth Road and Rathburn Road

There will be no reduction in the number of motor vehicle travel lanes.

The project extends along Rathburn Road from Melbert Road to The East Mall.

Changes would include:

  • Right-sizing the road to meet Lane Widths Guideline (3.3m travel lanes, 3.0m turning lanes)
  • Installation of a bi-directional (two-way) bikeway on Rathburn Road
  • Intersection improvements at Melbert Road and Rathburn Road
  • No changes to number of motor vehicle lanes

Changes would include:

  • Right-sizing the road to meet Lane Widths Guideline (3.3m travel lanes, 3.0m turning lanes)
  • Installation of a bi-directional (two-way) bikeway on the southside of Rathburn Road
  • Intersection improvements at Renforth Road and Rathburn Road
  • No changes to number of motor vehicle lanes

Road resurfacing and watermain work in this segment are currently planned for delivery in 2027 – 2028.

Proposed bikeway connections in Segment 3 between The West Mall and The East Mall require Ministry of Transportation approval. Further consultation is planned for this segment in 2028-2029.

Public consultation is expected to take place in Fall 2025, more information on public events and opportunities to provide feedback will be listed here and sent to the project email list in advance.

In 2027, the City of Toronto is planning to reconstruct the road and replace the City-owned portion of substandard water services on Rathburn Road between Melbert Road and The East Mall. The roadwork provides an opportunity for the City to make improvements to safety and connectivity for all road users.

This project is part of the Vision Zero Road Safety Plan, which aims to eliminate traffic-related fatalities and serious injuries by making our roads safer for everyone, especially for seniors, school children, pedestrians and people cycling. From 2015 to 2025, there were 259 collisions on Rathburn Road, with four resulting in a pedestrian being killed or seriously injured.

In 2024, City Council approved the 2025-2027 Cycling Network Plan Implementation Program which included the Rathburn Road Bikeway and Safety Improvements project to grow the network and make travel safer and more connected in the community.
