The City of Toronto is inviting residents to learn more and provide feedback on opportunities for cycling and road safety improvements on Rathburn Road from Melbert Road to The East Mall. The City is planning to resurface the road and replace substandard water services in 2027 providing an opportunity to make improvements to safety and connectivity for all road users.

The proposed changes are part of the Council approved 2025-2027 Cycling Network Plan and support the City’s commitment to the Vision Zero Road Safety Plan. No vehicle lanes are proposed to be removed.

The project extends along Rathburn Road from Melbert Road to The East Mall. The project area is divided into three segments:

Segment 1 – Melbert Road to Renforth Drive

Segment 2 – Renforth Drive to The West Mall

Segment 3 – The West Mall to the The East Mall

Proposed changes include:

  • Narrowing the travel lanes to meet the City’s standard lane widths
  • Installation of a raised bi-directional (two-way) bikeway on the south side of Rathburn Road
  • Intersection safety improvements such as turn radius reductions to help motor vehicles turn at
    appropriate speeds
  • No changes to the number of motor vehicle lanes
  • Driveway access to properties maintained
  • New signal at Melbert Road and Rathburn Road

Proposed bikeway connections in Segment 3 between The West Mall and The East Mall require Ministry of Transportation approval. Further consultation is planned for this segment in 2028-2029.

The Public Drop-In Event will provide an opportunity to view the project information panels and speak with members of the project team one-on-one.

The City of Toronto is planning to resurface the road and replace the City-owned portion of substandard water services on Rathburn Road. The planned roadwork provides an opportunity for the City to make improvements to safety and connectivity for all road users on Rathburn Road, from Melbert Road to The East Mall.

This project is part of the Vision Zero Road Safety Plan, which aims to eliminate traffic-related fatalities and serious injuries by making our roads safer for everyone, especially for seniors, school children, pedestrians and people cycling. From 2015 to 2025, there were 259 collisions on Rathburn Road, with four resulting in a pedestrian being killed or seriously injured.

In 2024, City Council approved the 2025-2027 Cycling Network Plan Implementation Program which included the Rathburn Road Bikeway and Safety Improvements project to grow the network and make travel safer and more connected in the community.
