In Toronto, affordable rent is set at or below Average Market Rent (AMR), as defined each year by the Canada Mortgage and Housing Corporation (CMHC) in the Rental Market Report.
The City works with housing developers to create new affordable rental homes in purpose-built rental developments. These partnerships increase access to affordable housing by ensuring that a portion of new rental homes are offered at or below Average Market Rent (AMR).
When new affordable rental homes become available, the housing developer opens an expression of interest (EOI) period.
New affordable rental homes are coming to West Square Parkview at 15 Gibbs Rd. in June 2026. West Square Parkview will offer modern, affordable living in a fast-growing neighbourhood. On-site amenities include a multi-purpose social lounge, laundry room, and a co-working space with library.
A portion of the 217 affordable homes will be available through a random selection process coordinated by Greenwin Corp. on behalf of KingSett Affordable Housing Fund. These homes include studios, 1-, 2-, and 3-bedroom apartments. Monthly rental rates for these homes will range from $1,106 to $2,361, depending on the unit. Annual rent increases will apply based on the provincial Rent Increase Guideline.

To be entered into the random selection process, interested and eligible residents can apply by completing an Expression of Interest (EOI) on the project website.
The deadline to apply is February 17 at 5 p.m.


Toronto Community Housing Corporation (TCHC) is preparing to open an Expression of Interest for new, affordable rental homes at the revitalized Don Summerville development at 1070 Eastern Ave. The online form for the Expression of Interest will be available on January 21, 2026.
Thirty-five affordable rental homes will be available. These homes include a mix of 1-, 2-, and 3-bedrooms, with rents set respectively at $1,372, $1,588, and $1,814 per month (utilities included).
Units will be filled through a random draw process. Once the deadline for the online Expression of Interest passes, the applicant list will be randomized, which will determine a household’s place on the applicant list. The City of Toronto will provide oversight to ensure fairness.
The online form for the Expression of Interest will be available on Wednesday, January 21, 2026, and it will close on Friday, February 20, 2026 at 11:59 p.m.

When new affordable rental homes become available, the housing provider opens an expression of interest period. During this time, individuals and households can apply.
After the EOI closes:
This process usually takes 60 to 90 days after the EOI closes.
Housing providers must follow the Residential Tenancies Act and are expected to work with successful applicants so they can give proper notice to their current landlords.
The current process is an interim approach used by both private, non-profit and co-operative housing providers.
