The City of Toronto is creating a new supply of housing, including affordable and supportive homes, to meet the varying needs of Toronto residents.

The HousingTO 2020-2030 Action Plan provides a blueprint for action across the full housing spectrum – from homelessness to rental and ownership housing to long-term care for seniors. This new plan was created following a comprehensive public and stakeholder consultation and sets an aggressive housing agenda focused on supporting people over the next 10 years.

Supportive Housing Developments

The City and its partners are delivering people-focused, deeply affordable rental homes with wrap-around support services in many neighbourhoods across the city.

Housing Now Program

Housing Now is an initiative to activate City-owned sites for the development of affordable housing within mixed-income, mixed-use, transit-oriented communities.

Open Door Program

Open Door Program supports Indigenous, non-profit and private housing organizations to accelerate affordable housing construction through providing financial contributions, fast-tracking planning approvals, and activating surplus public land.

Inclusionary Zoning

The Inclusionary Zoning policy requires new residential developments to include affordable housing units. The goal of this policy is to create mixed-income housing in areas across the city that are close to transit.

Expanding Housing Options in Neighbourhoods

The City is exploring opportunities to allow additional forms of housing such as garden suites, laneway suites, multiplexes and low-rise apartments in Toronto’s low-rise neighbourhoods.

Affordable Home Ownership

The City is currently undertaking a review of its affordable home ownership policy framework and programs to support the HousingTO 2020-2030 Action Plan targets of achieving 4,000 new affordable home ownership opportunities by 2030.

Laneway Suites Program

The City launched two programs as part of the Laneway Suites Initiative to encourage eligible property owners to develop secondary/laneway suites.
